In 1968, along with the territorial reorganization of the country,[1] FRF proposed a competitive system in which each county would have its own football championship. This new championship format would involve both the teams that would have formerly participated in the regional championship, as well as the teams that would have been designated town champions under the previous format.
The champions of each county association played one another in a play-off to promote to the Liga III. Geographical criteria are taken into consideration when the play-offs are drawn. In total there have been 41 county champions plus the Bucharest municipal champion.
