>> THIS INVESTIGATION STARTED IN FEBRUARY 2019, WHEN SGT. TYLER GRINSTEAD HANDED IN HIS RESIGNATION TO MAJOR KIMBERLY FOSTER, SAYING HE FELT AFRAID FOR HIS SAFETY AFTER WITNESSING MULTIPLE INSTANCES OF UNNECESSARY USE OF FORCE. GRINSTEAD SAID HE WITNESSED SGT. JUNIOR GARLOBO PEPPER SPRAYING AN INMATE, AND ROUGHLY HANDLING HIM. ON ANOTHER OCCASION, GRINSTEAD SAID HE SAW SGT. JONATHAN ABREU ORDER AN INMATE TO EAT A SMALL PLASTIC PACKET CONTAINING WHAT , WAS BELIEVED TO BE SALT, WHEN THE INMATE SPIT IT OUT, THE REPORT SAYS ABREUE SPRAYED HIM IN THE FACE WITH PEPPER SPRAY. FOSTER IS ACCUSED OF MAKING FALSE STATEMENTS ABOUT WHY GRINSTEAD RESIGNED, IN THE REPORT, IT SAYS, MAJOR FOSTER WAS GIVEN AN OPPORTUNITY TO ADMIT THAT SGT.
