    About the Business

    The circuit court is the trial court with the broadest powers in Virginia. The circuit court handles all civil cases with claims of more than $25,000. It shares authority with the general district court to hear matters involving claims between $4,500 and $25,000. The circuit court has the authority to hear serious criminal cases called felonies. The circuit court also handles family matters, including divorce. In addition, the circuit court hears cases appealed from the general district court and from the juvenile and domestic relations district court.

      I recently took a trip to the Norfolk Circuit Court Clerk's Office as I was in need of a passport. The passport office is located on the 7th floor.

      Things to note about the entire building:
      - NO phones OR even smartwatches allowed. There are tiny little lockers available for rent in the lobby for a small fee of $0.25, so bring your coins (no cards or any other form of payment is accepted). That's why there are barely any photos on this page.

      - security check on the main floor as soon as you walk in through the doors

      - street parking is pretty scarce since the building is next to a tram station. I parked in the lot behind the building across the street and walked over. It's run by the City of Norfolk, so the fees weren't bad.

      Things to note about the passport office:
      *This is the only passport office in this area that will take walk-ins. Most of all the other locations I called were appointments only. I live in Chesapeake and the one in Chesapeake City Hall didn't have an appointment until October. Thanks, but no thanks. I need to fly way sooner than that.
      *One of the ladies that worked the line that day was the friendliest government employee I have ever come across LOL. She was just the nicest person! Super efficient, informative and genuinely wanted to help!
      *You can take your passport photos here, I'm sure, for a fee. I did not know this so I just got my photos done at a Walgreens, but had I known, that would have saved me some time, especially since I was in a rush to get the passport.
      *Expedited service really only saves you a day or so, so the extra fee is not really worth it.
      *This makes me nervous, but they took the original copy of my identification which is my citizenship certificate. They say they will mail it back, which I am sure they will, but it's still nerve wrecking!
      *They charge fees if you pay by credit card, so if you want to save a few dollars, bring your checkbook!

      Horrible experience. My fiance is in hospital and can't leave for medical reasons. We've been together 12+ years and engaged for a while. She is in her 30s, and we have an 8 yr old together. Facing a possible life ending surgery, my fiance wanted to go ahead and get married just in case it went badly. We were told that this has happened in the past, and with a letter from NP, we could get a license in her absence and had been done in the past with a letter from her doctor(NP).So we had Norfolk Sentara Nurse Practiciner (NP) write a letter stating her wishes and requesting a marriage license in her absence,due to fact she is unable to leave until after surgery. The 1st letter was not informative enough but had an NP phone number in case there were questions. He refused to call as he (I'm paraphrasing) said, "He is not gonna just call anyone because they could be anyone." So, I returned to the hospital and had the letter revised and signed by NP. Then i returned to the clerks office and asked to speak with Mr.S again to present his request. Even tho I complied, I made requested changes, and he still my denied us the license. He was unprofessional and lied to my face about his actions. He is a poor excuse for a civil servant. The silver lining is the nurses here were all aware of my fiances wishes along with the chaplain who were on standby to perform the ceremony today before her surgery tomorrow. Every other person involved was amazing and wanted to help. This guy did everything he could to stop or put up walls to prevent this for whatever his reasoning was. Long of the short, dont go to Norfolk Marriage license clerks service on the 7th floor, expecting any help or compassion if your request isn't standard. They will not help. Please choose another city to have your marriage license requested it may end as our experience did. This is all my opinion and experience with those involved. Thank you for reading and good luck
