Lead section has extra information

I have tagged the lead section as needing clean-up because it has extra information that is not in the body of the article. See MOS:LEAD for purpose of the lead. It provides an accessible overview for the whole article, not just introduce it with some information. Information in the lead should be in the body of the article too. The lead section is not a newspaper lede because Wikipedia is not a newspaper nor a news website. The body of the article should be able to stand alone, without needing the lead section. However, for this article, all the key information is in the lead and the article reads like a news story, not an encyclopedia article.
