The predict evaluator should work with the polyfit function

Currently the polyfit Stream Evaluator returns the fitted curve values only. This doesn't allow for predicting values along the curve or extrapolating values. This ticket changes the polyfit function so it returns a function that can be used by the predict Stream Evaluator.
