Add movingMAD Stream Evaluator

This ticket will add the movingMAD (Mean Absolute Deviation) Stream Evaluator. It will follow the same basic syntax as the movingAverage and movingMedian Stream Evaluators. Moving MAD is often used for time series anomaly detection.
