It takes place in the Meiji era where you need a license if you are a monster so you can be treated like a human. It follows the Mobile Shinsengumi who track down unlicensed monsters and help them to get a license.

                          
Very rare to find. Oddly enough, most of this series is just the leading girl trying to get the leading guy to stay so he doesn't make his mother sad. The only real battle is at the end, along with the real touching moment. 
                          
I found it on Netflix. That place has everything that is hard to find, sort of. I mean if you look up Moeyo ken on Google, no one really knows what it is.
                          
Main Characters
                          

Yuko: pink-haired girl that is very energetic and trys very hard to keep Ryunske at home to keep his mother happy. "Leader" of the Moble Shinsengumi.
                          
Toshie: the most serious of the whole Mobile Shinsengumi. She has a robot clone take her place for most operations because she's kind of lazy.
                          
Kaoru: half-monster and youngest of the Mobile Shinsengumi. She is in love with Ryunoske, her bosses son.
                          
Ryunoske: Son of the President of the Mobile Shinsengumi.
