Fans of the beginnings of Dragon Ball might enjoy this the most.
You really think you have a déjà-vu while watching it since a lot of characters are very similar e.g. you have Bulma looking for Dragon Balls.. umm... for dragons, you have a perverted Muten Roshi and so on.

The action is nice and the humour is good. And the music is perfect for it. I mean... you get a kinda Japanese martial arts story with music which basically is typical American Western music. That's almost enough to make you grin each time it's played since it's such a perfect combination.

A good mood after watching this OVA is guaranteed.
