Annis Marfie is a boyish-looking girl, who is studying art in New York. One day, she discovers that her schoolmate, an extraordinarily beautiful semi-pro model, Shiver is actually impersonated by two people. They are twins, Shiver and Cipher, but for the world, they act like they were just Shiver. Annis gets interested in the intention of these two, who fool the world this way, so she approaches them.

Note: the dialogue is fully in English, so it matches the set.

Cipher is one of those works that reveals just how the reviewer interprets the 10-point rating scale.

Is it *good*, in the sense of objective quality? No! The animation is incredibly shoddy, the alleged storyline makes absolutely no sense, and the voice acting is genuinely among the worst I've seen in any medium.

Is it *enjoyable*? Oh, hell yes! The incoherence, the incomprehensibly poor artistic choices being made at every opportunity, and the sheer crumminess of the finished project makes it the height of unintentional comedy, helped along by the fact that the pacing is quick enough that the ludicrousness keeps coming without dragging on too long.

Cipher deserves a place next to Troll 2 and the Vultures of Horror films in the pantheon of amazing garbage media, and I love it dearly because of that.

That this OVA exists is in itself a miracle. It's without a doubt one of the most poorly made anime in history, and should be seen by all for its 80s soundtrack and musical montages that baffle explanation. Do note that the synopsis lies to you, literally nothing happens in this OVA that is even remotely related to it
