Cipher is one of those works that reveals just how the reviewer interprets the 10-point rating scale.
Is it *good*, in the sense of objective quality? No! The animation is incredibly shoddy, the alleged storyline makes absolutely no sense, and the voice acting is genuinely among the worst I've seen in any medium.
Is it *enjoyable*? Oh, hell yes! The incoherence, the incomprehensibly poor artistic choices being made at every opportunity, and the sheer crumminess of the finished project makes it the height of unintentional comedy, helped along by the fact that the pacing is quick enough that the ludicrousness keeps coming without dragging on too long.
Cipher deserves a place next to Troll 2 and the Vultures of Horror films in the pantheon of amazing garbage media, and I love it dearly because of that.
