To sum it up this episode is neither about mystery nor fanservice. There's actually some character development for Houtarou, who, at the beginning of this little story, is still doubting himself after the events of the Endroll arc. There's also some nice tension between him and Chitanda.
It's not a necessary watch but is a fine addition to the overall story.

Swimsuit episode with a disappointingly weak mystery. However, I really enjoyed that the fanservice wasn't aimed at the audience so much as it was aimed at the protagonist, which was adorable to watch.

Yup its the mandatory swim suit episode with a mini mystery to solve.
An independent plot itself, though character development does somehow related back to main series. Despite a mizugi OVA, fan service are at very minimal. Easy watch with some anxious moments as you see Chitanda developing her feelings for Oreki, whilst Oreki is still lukewarm. As such IMO this OVA should be watch in sequence, to not spoil the feel good vibe given by the last ep of the main anime.
Nonetheless animation and art quality remains high and contains most of the good vibes from the main anime. Watch it if you already did the main anime. Recommended at 7/10 for a OVA

Watch it in sequence with the rest of the show as 11.5. It helps to solidify some of the continuity, although watching the series without watching this episode doesn't really detract anything. Pool/beach episodes are apparently a requirement of almost all anime of any genre these days, so of course they had to put this episode out there. Just don't go into the episode expecting ecchi because it ain't there.
