Sugii Kouji is a former animator. He is the younger brother of director Sugii Gisaburou. After painting cels at TCJ, he joined his brother's studio, Art Fresh, and worked as an in-between animator before transferring to Tatsunoko Production in the early 1970s. With the establishment of Tatsunoko Anime Gijutsu Kenkyuusho in 1978 he was put in charge and acted as the president until the program's closure.
