Biography
Mallory graduated from Yale University and Columbia Law School as a Harlan Fiske Stone scholar. Her practice has focused on environmental issues. She worked as the principal deputy general counsel for the Environmental Protection Agency and general counsel for the Council on Environmental Quality during the Obama administration. She was also chair of the Natural Resources Practice Group at the environmental law firm Beveridge & Diamond.[1][3]
After serving in the Obama administration, Mallory was executive director and senior counsel at the Conservation Litigation Project. As of January 2021, she was the director of regulatory policy at the Southern Environmental Law Center.[1]

Biden announced on December 17, 2020, that Mallory would be nominated for chair of the Council on Environmental Quality.[1] The New York Times reported that the council was "expected to expand its focus on issues of environmental justice under Ms. Mallory in addition to its traditional role of coordinating environment policy throughout the government."[4] The Senate confirmed her on April 14, 2021, by a vote of 53-45.
