Biography

Jo Rae Perkins was born in Portsmouth, Virginia. Perkins earned an associate degree in business management from Linn-Benton Community College in 1978 and a bachelor's degree in political science from Oregon State University in 2013. Her career experience includes working as a real estate agent, a personal banker, a financial advisor, and an insurance agent. Perkins has been affiliated with the Linn County Republican Women and the Greater Albany Rotary Club.[1][2][3][4]

Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Peter DeFazio (D) defeated Art Robinson (R), Gil Guthrie (L), and Michael Beilstein (Pacific Green) in the general election on November 8, 2016. DeFazio defeated Joseph McKinney in the Democratic primary, while Robinson defeated Jo Rae Perkins to win the Republican nomination. The primary elections took place on May 17, 2016.[5][6]

  • Election Integrity has become a issue across the nation. Not just in 2020, but also in 2016. In America, we should never wonder if our voters were counted exactly as we marked our ballots, whether they be on paper or machine. This affects all of us, regardless of our political party affiliation. In 2016 members of the democratic party, including Senator Ron Wyden cried foul. In 2020 members of the republican party cried foul. If both parties are saying there is an issue, there must be an issue. It is past time we get to the bottom of the problem. 1. End machine counting, count votes by hand. 2. A majority of voters polled want Voter I.D. 3. No more mail in ballots, with the exception of military and those who are clearly absentee voters
  • Protect the lives of the pre-born, end infanticide. End human trafficking and narco-slave trade. Secure our borders. All who want to immigrate to the U.S. must do so via proper channels. Protect all our Constitutional Rights. Protect our Bill of Rights. The Federal Government has not legal rights to have U.S. Forests, range lands, parks, unless they have title to the land. Other land they may have possession of for erection of forts, magazines, arsenals, dockyards and other needful buildings. Read the Constitution, Art. 1, Sec. 8, Cl. 17. Due to gross mismanagement our forests are burning up. Local management, control & ownership is best for Oregon. We can protect wildlife, reduce pollutants and keep Oregon green.
  • I will not compromise my core values or the U.S. Constitution. I take the Oath of Office seriously. If I vote in favor of a bill that is unconstitutional, then I have violated my Oath. I cannot do that. For decades Senators & Representatives have compromised by voting for unconstitutional bills; both republican and democrats have compromised. Compromising has created a federal government that is bloated, operating outside their role according to the U.S. Constitution. I will vote no on any bill we are not given sufficient time to read and analyze to ensure it is clearly 100% constitutional. I will always vote in favor of 100% Constitutional Bills, in favor of Life, Liberty and the Pursuit of Happiness. Term Limits, 12 yrs max in Congress

I am passionate about rooting the corruption out of our government at all levels. Those elected are servants of "We The People". The citizens are our employer, we answer to them and not to special interest groups or corporations.
We must reduce the size of the federal government and get back to what the role of the federal government is according to the U.S. Constitution referencing the writings of the Framers, including the Federalist and Anti-Federalist Papers and the historical documents the Framers referenced.

We must secure the borders. A nation without borders is not a nation. We do not allow complete strangers to just walk into our homes, why do we allow complete strangers to walk into our country, it is our homeland.

Natural Resources: They are there for all of us steward and use wisely. We need to return the control and management of all our forests, rangelands, grasslands, waterways, fisheries and minerals back to the counties and state in which they are located. No foreign owning of our natural resources, no foreign companies owning mining rights.

Stop sending our money to foreign nations who want to annihilate these United States of America.
We must do all we can to end human trafficking which includes sex and narco-slavery. These are very real issues and are taking place in our country.

Finally, protecting all of our rights clearly spelled out in the Declaration of Independence, U.S. Constitution & Bill of Rights.

They must be a person of high moral character. Not willing to compromise on their core values nor be willing to violate their Oath of Office.
They must be honest and forthright and stand up to special interest groups and lobbyists.
They must remember they are there to serve and not be served.

I am honest and forthright.
I am a woman of strong conviction. I do not believe in compromising my core values. I will negotiate in the areas that can be negotiated.
I am a fighter with a heart for all people.
I am not looking for a long-term career.
I am going to DC for no more than 2 terms to be of service to the People of Oregon and to We The People of These United States of America

My very first job was selling personalized Christmas cards door to door. I was about 9 years old and sold the cards for 3 Christmas seasons. At about 12 years old I started babysitting and did that until I was about 15 years old.
I held a few other jobs while in high school. Out of high school I worked at Sargent Welch Scientific as a customer service representative. I worked there about a year, before moving to Oregon.

I support term limits. 12 years maximum combined between the US House of Representatives and the US Senate.
The framers of our Constitution never intended for those elected to be there for decades.

No I do not believe it is beneficial. It could be a disadvantage. We need people who are Main Street Americans and not career politicians.
We need to elect people with common sense and understand the value of hard work and the money people earn.
We need to elect people who will stand up to the establishment, follow the Constitution and remember that our Republic is Of, By and For the People.

They must know and understand the US Constitution.; Recognize the job they are under consideration for is to be of service. They are not above any American or any other person.
They must know, if they violate the Oath all appointees must take, they are breaking federal law.
5 U.S. Code § 3331 - Oath of office - states: "An individual, except the President, elected or appointed to an office of honor or profit in the civil service or uniformed services, shall take the following oath: “I, AB, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.” This section does not affect other oaths required by law. "
18 U.S. Code § 1918 - Disloyalty and asserting the right to strike against the Government - Whoever violates the provision of section 7311 of title 5 that an individual may not accept or hold a position in the Government of the U.S. or the gov. of the District of Columbia if he
(1) advocates the overthrow of our constitutional form of government;
(2) is a member of an organization that he knows advocates the overthrow of our constitutional form of government;
(3) participates in a strike, or asserts the right to strike, against the Government of the U.S. or the gov. of the District of Columbia; or
(4) is a member of an organization of employees of the Government of the U.S. or of individuals employed by the gov. of the District of Columbia that he knows asserts the right to strike against the Government of the U.S. or the gov. of the District of Columbia; shall be fined under this title or imprisoned not more than one year and a day, or both.

Public Safety First

We cannot live our lives if our streets are not safe. The Number One Duty of the government is to protect the people. Jo Rae supports local, state and federal law enforcement officers that uphold the U.S. Constitution and Oregon’s Constitution. She will make public safety a top priority.


Economic Prosperity not Inflation

The Federal Reserve Board controls the economy, interest rates, manipulation and the flow of money, causing inflation and deflation. Jo Rae Perkins will insist the Treasury takes charge according to the U.S. Constitution. She will vote against raising the debt ceiling, will vote to ‘End the Fed.


Natural Resource Management

Natural Resource Management is best done by those whose livelihood is in that industry – Arable farmland, forests, grasslands, fisheries and water. Jo Rae Perkins will work to remove federal management of our natural resources so those who know their own region and land can best manage it!


Term Limits for Congress

The Framers of the U.S. Constitution did not support Career politicians. They knew those who served too long were subject to corruption.

Jo Rae Perkins has signed the Term Limits Pledge! Her vision is no more than 12 years of service, combined between both Houses of Congress.


Election Transparency

We must insist our elections are free from fraud, cyber-hacking, soft-ware manipulation, 100% safe and secure. No voting by non-U.S. Citizens.

Jo Rae is working with various Election Integrity groups to ensure your vote is counted as you intended.


Education not Radicalization for our Children

As a mother and grandmother, Jo Rae Perkins will work to push politics out of our classrooms. She supports stopping the teaching of Critical Race Theory and Gender Identity; such issues are designed to further divide us.

Jo Rae supports school choice and the right of Parents to be involved. She believes your tax dollars for education must follow the student.


Toll Roads

Toll Roads: I will pressure the Department of Transportation to not allow tolling on Federal Roads. You already pay for the maintenance of all federal highways and freeways, through federal gas taxes.


Medical Freedom

What you choose to put in or on your body or your children’s body is up to you. Government at all levels, NGOs, businesses, and schools have no right to mandate what you put in or on your body. Mandates are not lawful. Jo Rae Perkins supports your right to say no.


Preserve Constitutional Rights

No one should be silenced or have their rights trampled. Jo Rae Perkins will fight for your Constitutional rights. She will honor her Oath to uphold and defend the Constitution for the United States of America, against all enemies foreign and domestic!


Life and Human Trafficking

Jo Rae Perkins is 100% Pro-Life. Life begins at conception and should end naturally, not at the hands of the ’medical community’. Jo Rae will work to end Human Trafficking.


Secure Borders

Whether it is the pandemic or terrorists, we face numerous foreign threats. Jo Rae Perkins supports securing our borders to keep us safe. We secure our homes, property, vehicles. Why are the borders of our country left unsecured? Jo Rae welcomes legal immigrants.


Homelessness

The Homeless problem in Oregon has become exponentially worse since Biden has been in office. The current administration allowed tyranny in the streets of Portland for over 100 days in a row to the point of kicking police out of their own precinct. Murder is up 83% of which some is due to the homeless epidemic. [9]

Jo Rae and her husband George, were married in 1978 and made their home in Albany, Oregon. They have 2 adult married children and 14 grandkids! Jo Rae's professional background includes experience as a real estate agent, personal banker, financial advisor and insurance agent. She has owned her own financial planning business. Her husband George is a self-employed carpet installation contractor. She has also been active with several organizations over the years in the Albany, Oregon, area. In the past, she was a member of Greater Albany Rotary, Beta Sigma Phi, founding chair of Mid-Willamette Women's Council of Realtors, Willamette Association of Realtors. Jo Rae Perkins is a Main Street American who believes the US Constitution strongly and clearly spells out the role of the US Senate and the federal government.

  • I will work to shrink the size of the federal government agencies. This should lead to curtailing out of control spending and reduce the over reach of those agencies.

  • I support term limits, 12 years maximum in Congress. No more career politicians

  • I support Medical Freedom, am Pro life and Pro 2nd Amendment.

Out of control federal agencies that have very little oversight and spend taxpayer dollars like there is no tomorrow.
We need to cut the size of the federal government and get back to basics. End the Fed, drastically reduce the size of the BLM, USFS, Dept of Ed
just to name a few.

There really are not many people that I "look up to". I admire Senator Marsha Blackburn because she is so poised and even keeled.
As far as examples to follow, Martha Kropf. You might have never heard of her. She was a Republican woman and she was so poised and gracious.
I admired how she loved her family, she was active in volunteering with Girls State and mentoring young women.

She honored the Oath of Office and always remembered she was there to serve and not be served. A friend to all. Made herself available and accessible to her constituents.

My very first job was selling personalilzed Christmas cards door to door when I was 9 or 10 years old. I sold the chards for three Christmases. After that my first real job was working as a motel maid in Anaheim, CA near Disneyland. I worked there for a few months.

Other than the Bible, The Harbinger by Jonathan Cahn. It draws you into each scene as the allagory unfolds with current events and how they are tied to Bibical events and prophecy.

We all have challenges and things we go through. I don't dwell on those, because I don't give much credence to struggles. I am not being trite or evasive. I simply don't really recall many struggles that are even worth spending time on.

Educating our young adult ciiizens the differences between socialism and a Republican form of government.

The ability to confirm and deny Presidential appointees, to filibuster and the sole power to try all impeachments

No I do not. Our Republican form of government was designed to be By, For and Of the people. Everyday people from various backgrounds and experiences.

There are times when a filibuster makes sense. When there is a super majority in one party, and they are pushing through bills, which are not in the best interest of the United Statesor may be unconstituitonal, then the filibuster may make sense. It should not be abused.

Will they apply the duties of the position for which they seek appointment in a manner that is 100% in alignment with the US Constitution.

I am passionate about Congress getting back to the job of Congress as stated in the U.S. Constitution. The Federal Government has gone far beyond their authority and have been trampling upon the 10th amendment. In addition, we must fix the medical care for our veterans. I don't really look up to any one specific person. I do admire Rep. Warren Davidson of Ohio. He stands up for many of the same values I have. Pro-Life, cut wasteful spending, he voted against the Omnibus bill.[9]

Honest, straight forward. Someone who will follow the role of the federal government as outlined in the U.S. Constitution.[9]
What qualities do you possess that would make you a successful officeholder?
Why you? I am honest and straight forward. I analyze issues from various points of view by reviewing information from different sources. I am often able to see solutions to issues that appear to be complex. I want to know what the voters care about. I am responsive and accessible. I am confident in who I am and hold firm to my core values. I make a promise, a pledge. I will not vote in favor of any bill my staff and I have not had adequate time to review to make sure it is fully aligned with the U.S. Constitution.[9]
What do you believe are the core responsibilities for someone elected to this office?
1. Follow the U.S. Constitution and do not violate the Oath of Office

2. Ensure we have a strong military 3. Show fiscal restraint in spending the people's money 4. Be willing to go against party leadership when they want bills passed that violate the U.S. Constitution. 5. Stand up against those who desire to make us a socialist nation and destroy our Republic. 6. Put the land back into the hands of each state and remove the federal government's massive authority and agencies which have violated Article 1, Section 8, Clause 17 and the Equal Footing Clause, as stated in Article 4, Section 3, Clause 1 of the U.S. Constitution.[9]

What legacy would you like to leave?
While a member of Congress, I stood firm on my ideals and followed through with my pledges and promises. I did not violate the Oath of Office. I sponsored/co-sponsored bills that helped put the federal government back into alignment with the U.S. Constitution, I always voted in a manner to reduce the debt and cut spending. I voted for bills to preserve the lives of all, the pre-born and the elderly. I made sure our veterans were treated with respect and proposed legislation, so all veterans could receive medical care from the practitioner of their choice without jumping through hoops. I stood up against those who want to destroy our great Republic.[9]
What is the first historical event that happened in your lifetime that you remember? How old were you at that time?
Assassination of John F. Kennedy. I was 9 years old.[9]
What was your very first job? How long did you have it?

My date came onto me in an inappropriate way. I said no and that was our last date.[9]

Christmas is my favorite holiday. I celebrate the birth of my Lord and Savior, Jesus. We also spend time with family and spoil our children and 14 grandchildren.[9]
What is your favorite book? Why?
Next to the Bible, there are two books I recommend everyone read - The Creature from Jekyll Island by G. Edward Griffin. It is an eye opener about the Federal Reserve and how our monetary system has become so corrupted. The other book is the 5000 Year Leap by W. Cleon Skousen. The author has 28 principles which he shows caused the United States to become a prosperous nation.[9]
If you could be any fictional character, who would you be?
Peter Pan - he can fly[9]
What is your favorite thing in your home or apartment? Why?
My office is where I can go to relax, read, and enjoy the works of art displayed on the walls and the shelves. These are all pieces which encompasses who I am as a person. Faith based and Americana artwork, along with bald eagle figurines and vintage pieces with eagle motifs, photos of my husband and me. It is also my library where I have more than 350 books covering faith based, financial planning, government, and public policy topics. There is also a nice fireplace to warm up next to.[9]

What is something that has been a struggle in your life?

What qualities does the U.S. House of Representatives possess that makes it unique as an institution?

Do you believe that it's beneficial for representatives to have previous experience in government or politics?
Absolutely NOT.[9]
What do you perceive to be the United States’ greatest challenges as a nation over the next decade?
Keeping the globalist from changing our republican form of governing and losing our Constitutional Rights.[9]

Yes[9]
What are your thoughts on term limits?
It is long past time for a Constitutional Amendment for Term Limits. The Framers never intended for members of Congress to be there for years. I will sponsor or co-sponsor an amendment stating 12 years maximum in Congress. Congress is both the House of Representatives and the Senate.[9]
What process do you favor for redistricting?
A computer-based algorithm which takes the human biased components out of the equation as much as possible.[9]
If you are not currently a member of your party’s leadership in the U.S. House of Representatives, would you be interested in joining the leadership? If so, in what role?
I am open to being in a leadership role. I cannot specify what role until I am a Representative.[9]
Is there a particular representative, past or present, whom you want to model yourself after?
Not really.[9]
Both sitting representatives and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?
I have talked with many people who worked in the timber industry. As the forests were shut down, not only did the loggers lose their income, the mills also shutdown. This has devasted entire communities and broke up families. I recently spoke with a voter in a small town in southern Oregon. She shared with me how they never really recovered financially. The town has not thrived in close to 30 years. Many businesses had to close. Car dealerships, clothing stores, restaurants, mostly gone. There are no new car dealerships, no new clothing stores and very few restaurants. Many of the towns children moved out of the area when they grew up to seek employment elsewhere.

This is all because the current U.S. Representative and the U.S. Senators seemed to care more about the environmentalists protecting a bird that is not even native to Oregon then they were about the families and the massive personal and financial devastation left in their wake.[9]

2016

  • National Debt: This is the number one issue facing the United States. A debt now exceeding $18 trillion is unsustainable. In order to pay this debt off, Congress must pass a balanced budget, which cuts spending and has a real debt ceiling, one that is reduced every year.
  • National Defense: In order to "provide for the common defense" it is imperative our military be fully staffed, well trained, and properly funded.
  • Immigration: Protect our borders, enforce laws, e-verify, and end sanctuary cities.
  • Foreign Policy: We need to be a nation that keeps its word. Stand by our allies, including Israel. Treaties with foreign nations or the United Nations should never supersede the U.S. Constitution.
  • Gun Ownership: I support the 2nd Amendment as it is written. I support the entirety of the U.S. Constitution.
