|Joe Martinez is a visionary servant leader serving and caring for our communities. He is currently a school board member for Rialto USD.
Since 2008 I have served RUSD students, staff family and the Rialto community to the best of my abilities. As your Assembly member I will do my best to care for everyone that will come under my care.
We see elected officials having total disregard for our laws. Disobedience is being allowed by DA’s and encouraged by calls to defund the police. We see the result of disobedience and rebellion as people running rampant on our streets, looting and pillaging.
My message is a simple, positive clarion call: Obedience and Accountability from our elected officials. Obey your oath and respect the Integrity of the peoples’ vote!
- Accountability: candidates, define your integrity by adhering to your oath.

- Public safety, Student safety and Cybersecurity are essentials.
Integrity of elections. We SHALL secure the integrity of the vote.
Public safety, Student safety and Cybersecurity are essentials.
Water is essential to life. Improve water resources. Invest in water technology.
Electricity is essential to prosperity. Invest in production and technology.
Fossil Fuels, gas. Drill baby drill.
Guns: The right of the people to bear arm, Shall Not Be Infringed.
The taxpayer knows best how to use their own money.
Education: Calif Dept of Ed must start thinking TK-K20.
Lincoln, I admire his leadership and am a student of history and leadership.
The adversity Lincoln faced from inheriting the problems of the North v South, of slavery and the division of the Nation. Discerning and the making of great leaders out of Union generals with questionable abilities.
These are problems every leader can learn from. Caring for his people regardless of the circumstances they are born into. As a Christian I see the sharing of the love of God and also the wrath of God throughout the period Lincoln was alive as President.
Obedience Will Change Your Destiny

Based on Luke 5:1-11. A 10 minute message to grow you into blessing and abundance.
Obedience! Vision, Integrity and Accountability
Now is the time to “Vote your Christian values.”
God wants obedience.
Behavior defines people. Obedient, disobedient or rebellious.
Accountability: candidates, define your integrity by adhering to your oath.
Integrity! Legislate rather than disobeying laws.
Integrity of elections. We SHALL secure the integrity of the vote.
A Visionary Servant Leader, Serving and Caring for My Communities. My message is a simple, positive clarion call: Obedience and Accountability from our elected officials. Obey your oath and respect the Integrity of the peoples’ vote!
Joe has a history of service to his communities. As a student of leadership and mentor for over 36 years, he serves as a dedicated public leader skilled in bringing about positive change while embracing a “win-win” philosophy.
Committed to the people of the Inland Empire, he has also been a church leader for over 25 years. In that time, Joe has worked with many Inland Empire churches, doing in-reach, outreach, street ministry, bible studies, pastoral care, volunteering at hospitals, and visiting prison inmates.
To serve the people. I am against new taxes. People need water more than clean energy. They need affordable food and gas. They need stable lives. They need HOPE to pursue their American Dream.
Being obedient to existing or newly created laws, I will, to the best of my ability, serve the need and care for my people within the State of California, while being attentive to the needs of Assembly District 45.
The legislature is designed to enact laws and fund the state budget. I am only one vote. Republicans are outnumbered in Sacramento; I will attempt to stay within California's budget.
He loved and served God, well done good and faithful servant.
Matthew 25:34-36
34 “Then the King will say to those on His right, ‘Come, you who are blessed of My Father, inherit the kingdom prepared for you from the foundation of the world. 35 For I was hungry, and you gave Me something to eat; I was thirsty, and you gave Me something to drink; I was a stranger, and you invited Me in; 36 naked, and you clothed Me; I was sick, and you visited Me; I was in prison, and you came to Me.’
Age 7, the 1960 Kennedy v Nixon election. Eisenhower was still in office.
As soon as I was able to obtain my work permit, I went to work. Over two years I tried door to door sales.
Kirby vacuum's, Fuller Brush. I learned that I liked people. I didn't like the delay in commission sales. I wanted my money, Now.
McDonalds, a more traditional pay calendar suited my expectations.
Age 19, my first real job was for Teleprompter Cable TV, as a Federally licensed electronics bench technician.
Anyone who knows me could answer this, the Bible. Jesus is my first love. He has never left me or forsaken me. I always run to HIM. My favorite Psalm is, PS.91, I will say to the Lord, “My refuge and my fortress, my God, in whom I trust.”
I grew up reading the bible daily at a Catholic school, run by nun's. The biblical life lessons are amazing and always timely and new every day.
After knowing Jesus and asking Him into my life at age 14. I recently, Feb 2022, was given the mission to deliver the message of Obedience to HIS people and Church. If we are to delay the day of reckoning for our Nation; Action must begin in His church.
A prophet, like the real prophet Elijah.
I'd love to have the power to have everyone tell the truth.
I'd probably abuse the power to call down fire from heaven.
3 Dog Night, Joy to the World
The biblical thorn in my side.
As the executive branch of government, Governors are there to execute existing law.
The legislature is designed to enact laws and fund the state budget.
The Judicial branch of government is meant to hold the other two branches, Governor and legislative, accountable.
Seemingly, any time people feel it is politically beneficial, or harmful to their political career, the governor and legislature will abdicate their duties and allow the other branch of government to dishonor their office.
The progressive slippery slope, has set California and the Nation up for failure.
Staying financially solvent is our greatest problem. We may be beyond the financial tipping point (80%).
Just like at home, to balance the budget, stay afloat, a family has the option to spend less or earn more. Sacramento and Washington choose the option to tax more. The people must stand up and say to Sacramento; tax less, spend less. Balance the State Budget.
The influx of people into California, and the Nation, causes a strain on the taxpayer and resources (WATER?). Raising wages to inflate tax income is also the cause of inflation. Raising wages gives Sacramento political capital to delay the collapse of the State until after their terms are up.
Financial shortfalls are historically passed down to local city and school governments. Put another way, expect the State to balance the coming budget shortfall on our backs locally. The State can claim they balanced the State budget (OUR OWN TAX MONEY). but local government, streets, services, cuts to programs are the outcome.
We see inflation. The bible says a loaf of bread will cost a days wages. Gas is $6 and above. The Clean Energy ploy, is forcing people to consider an electric vehicle. Then electric rates will become unaffordable due to demand. More use of electric cars causes more demand for electricity.
All new homes in CA are to have Solar as a mandate. Now, I understand, Sacramento is considering taxing the Solar panels on our homes.
WATER! We are in the midst of a drought folks. Not enough water and people are coming across an open border to worsen our circumstances.
Electricity and water; more people= less availability = price increases.
Water can create hydro-electricity, provide more power and move water to where there are shortages.
What's the word for a negative benefit, unicameral. The progressives!
https://nebraskalegislature.gov/about/history_unicameral.php
In my experience, I've found that one or two years of budget, leadership and governance experience can be beneficial to a person with the right motives. A persons heart to Serve the people is more important. Serving ones self is a warning sign.
As a school board member I find it to be true. Working across the isle has brought many benefits to our communities. Currenctly several of us are working on a TK-K20 pathway from Traditional Kindergarten (TK) to college.
Sacramento and Washington, do not have to comply with the Brown Act. Which is an open meeting, legislate in public law. It slows down the business for local government meetings.
Sacramento imposes it on local government but not on themselves. It should be lifted or mandated for Sacramento and Washington.
As is, Redistricting has not served the people well. It is a political device used to advantage of the party with a majority on the commission to redraw the map. a non-partisan commission would improve the outcome for the people. This is a never ending battle designed to be a positive for the under-served population.
Even when done correctly, not everyone will be pleased by the maps drawn. Especially by the politicians that prefer to skew the map, and good of the people, for their own political influence.
In this case less is more. Other thoughts: Each city/school district map has one vote. One vote per CITIZEN. Eliminate the redistricting maps and use pre-defined City , or school district maps.
Water, Budget, Education Traditional Kindergarten (TK) - K-20 (College), Cyber, Science Technology Engineering and Math.
Not necessarily in that order.
I am inspired by Ronald Reagan. His ability to verbally disarm his opponent during debate. I am far from that level of oration.
I serve at the pleasure of the people (voter). I always wanted to serve in the US Senate, but the current rancor in that arena, I find it to be abhorrent.
I really enjoy the non-partisan aspect of being a school board member.
The people I serve locally are hurting financially. The aloof demeanor of Washington and the political posturing of Sacramento is sending them emotionally into a place of darkness that the people have not experienced in decades, (Jimmy Carter administration.) The disbelief of seeing the high price spiral caused by what they hoped to be the promise of prosperity from Sacramento and Washington. The rebellion and civil disobedience seen in the streets is hard for them to comprehend.
COVID compounds the misery and there seems to be no leadership to follow. No plan but to throw money at it as a distraction. Voters are smart. People know the day of financial reckoning will come. So dread only amplifies their concerns.
The most touching: a family of five lost both parents to COVID within one week of each other. Grandma now has a newborn a tween and a teen to care for.
I have a dry sense of humor and am not good at telling jokes or stories (fiction). I focus my energies on moving the community forward.
Knock, knock....
No! The Governor is unprepared and unqualified to lead at that level. It would develop into civil war. Washington is worse.
God wants obedience. He does not change. He is not progressive. We must follow God's laws before man's laws. Within the written text of the laws, statutes and policies of California there is little room for compromise. Change the laws rather than disobey them. Otherwise we have the slippery slope of disobedience and rebellion against the principles of the written texts.
People wishing to skew the laws are not compromising, they are being disobedient and rebellious to our laws. Elected legislators are there to enact or change laws not disregard them.
