The Reichskommissariat Ostland was the German civil administration for Estonia (Estland), Latvia (Lettland), Lithuania (Litauen) and Belarus (Weißruthenien) 1941 - 1944. The work of this authority launched officially on the 25 July 1941 immediately after the entry of German military units in the areas of the Baltic states and Belarus (with or without Soviet control) during the World War II.

• During a certain transitional period between the invasion of German military units until to the launch of the full works of the Reichskommissariat could be used to franking of postal sendings also captured stamps of the Soviet Union with corresponding overprint.
• This transition period concerns the time:

- for the areas of Lithuania: from 23 June 1941 until September 1941

• After these transitions periods were only admitted to franking of postal sendings in and from these areas the definitive stamps of the German Empire (Michel No. 781 - 798 as well as 826 - 827) with black horizontal overprint in capital letters "OSTLAND".
