This file was taken from YouTube and is obviously copyrighted, belonging to the person who created it (clearly it is not created by Лобачев Владимир). And even if it would be licensed under a free license, it has absolutely no educational value, thus violates the COM:NOTHOST rule. This also might be copyrighted logo of an organization if its any officiality is proven by the uploader, so anyway such file has no place in Commons either. -- Pofka (talk) 21:33, 18 March 2022 (UTC)

Kept: I don't see this as original enough beyond the two base images (which are in the PD). The text and simple shapes like the circles bordering the whole thing are ineligible for copyright, the horse rider is simplified, but not different enough to warrant a new copyright, and the shield and banner were probably already used in this or a similar form in coats of arms and other emblems so long ago that they're PD-old. The image is or was the symbol of an association that has articles about it in several wikipedias, it is also in use there and therefore in project scope. --Rosenzweig τ 07:27, 23 August 2022 (UTC)
