Rationale, discussion and results

Reason: Tirgil34 is a globally locked user with a long history of cross-wiki abuse. See WP:Tirgil34. He frequently reactivates sleeper accounts after years of inactivity.[1][2]. I suspect that PicturesOfTheWorld is a newly reactivated sleeper sock of Tirgil34. The only uploads by PicturesOfTheWorld are Flickr images of various ethnicities of Asia and North America.[3] Tirgil34 has multiple confirmed socks uploading the same kinds of images.[4][5][6][7][8] Several socks of Tirgil34 were detected on Wikipedia a couple of weeks ago. Tirgil34 is frustrated over content at the Wikipedia article Western Steppe Herders.[9] A couple of days ago, PicturesOfTheWorld was reactivated after more than three years of inactivity to vote in favor of deletion of images used at Western Steppe Herders.[10][11] Krakkos (talk) 10:45, 25 June 2020 (UTC)[reply]

Bearen Hunter, an administrator with checkuser access on Wikipedia, did a check on Tirgil34 a couple of weeks ago. He detected several socks, including Lithuist, who is still not a stale user. On his own website, Tirgil34 has accused Berean Hunter and Dougweller of being "alpha leaders" of a "Eurocentrist-pan-Iranist" group.[12] Perhaps they could help out with this investigation. @轻语者: I appreciate that you were trying to be helpful, but please do not use CU indicators on RfCU pages in the future (e.g., per COM:RFCU: "These indicators are used by CheckUsers to allow easier at-a-glance reading of their notes, actions and comments." (emphasis added)) While present parties may know you are not a CU, those referring to pages in the future may not, and thus may be misled that your indicator is an "official" outcome.
