Correct me if I'm wrong, but if the subject meets WP:GNG but fails the specific - he is still considered notable. Specific notability guidelines are not primary. Citation from the guideline: "A topic is presumed to merit an article if: It meets either the general notability guideline, or the criteria outlined in a subject-specific guideline".
