US specific article?

I've been talking with several users on the broader page for the education project about making edits to the remedial education page. You can see the start of my proposed changes in my sand box. Some users have asked whether I plan to add to the current page or start one for remedial education in the U.S. since my experience/expertise is on U.S. remedial education. My perception was that there were more obstacles to starting a new 'U.S.' page, and wanted to get thoughts of those contributing to this page on starting a new US specific article. Any thoughts on the new page or on the edits in my sandbox would be welcomed. (Also, I'm a bit new to the community, so I'm sorry if I'm not asking this in exactly the right way.) Why are these categorized as remedial education? Their primary purpose is not to help students meet standard. They're cram schools, not remedial education.
