Non-free photograph of a sparrow that was involved in a (semi-)notable incident we have an article about. Has a boilerplate FUR talking about "a significant photo of a famous animal". Fails NFCC#8, for the simple reason that all sparrows look the same. Seeing a photograph of this individual doesn't help the reader understand the article any more than seeing a photograph of any other sparrow would, or indeed seeing no photograph at all. The habit of having "portrait" photos of animals makes sense only for species that have at least some degree of human-recognizable individualized traits, such as dogs. Sparrows just don't have that. - This image accompanies the article on philosopher Roberto Mangabeira Unger. It is an image of Unger speaking intimately and intensely with Brazilian president Lula. The image is necessary to the article in order illustrate the Unger's political influence and connection with Lula. Although this is stated in the text in so many words, the picture significantly increases the reader's understanding of exactly the closeness of that relationship and how Unger was able to push his influence. The picture further shows the intensity with which Unger took to projecting his philosophical project to the level of politics. In this way, the picture meets NFCC#8. - This picture illustrates the philosopher Roberto Mangabeira Unger receiving a medal of honor from the Brazilian president for his service to the Brazilian state in formulating a defense strategy. It is necessary in order to illustrate the influence of this thinker. It shows that this honor bestowed upon him was not just a letter mailed or invitation for a speech given, but rather a formal state ceremony where no one less than the president of Brazil himself bestowed Unger with this honor. All this is more than can be expressed in the text itself. In this way it meets NFCC#8 criteria. As for NFCC#2, as stated in the original justification, this image has served its commercial purpose and is no longer a commercially viable or necessary product. press image of a widely photographed, recently deceased, actor/director. Image is sourced to a press site (which may be an NFCC#2 issue) and is of a person where I can see a great many images. Claiming it is irreplaceable when there are so many available, and not all online, is hardly supportable as it seems likely a freely licensed image could be found. There was a big discussion a few months ago about what to do with works from countries that have no copyright relations with the US, and which may therefore count as PD in the US. The discussion (at Wikipedia talk:Copyrights) was closed as "no consensus", with the recommendation to continue the practice of disallowing such items. Here now, we have what may be the first test case from one such country that I must admit I never knew was part of this group: San Marino. Given the previous discussion, I think it is not worth re-opening this can of worms, especially not for the sake of such a tiny, blurry, low-quality screenshot, of a rather generic panorama view, of which free and better replacements could very easily be taken, especially when far superior photographs of quite similar panoramas already exist on Commons (e.g. File:San Marino 010.jpg, showing the same town from the same hill, taken from a point just a few hundred meters away, or File:San-Marino-Gondola-1283.jpg, showing the same cable car). - The way I read the closing admin's statement (at the top of the discussion), he was saying that there was neither a consensus for maintaining the status quo ante, nor a consensus for any of the proposed new rules, but that his conclusion was "sticking with the status quo ante" in the absence for a consensus to change. the "status quo ante" was the old rule of not using such items, as decreed several years ago by Jimbo. - At Future Perfect's request, I'm here to clarify my closure of the RFC. Oaktree, you are right that in relation to Finding 3 in my conclusion, on the country-specific PD tags, is a bit unclear. I think my followup on the same page helps clarify that, but you may not have seen it. The country-specific tags like User:Buffs/PD-San Marino in US should be used and applied as appropriate, but updated to indicate that a Fair Use Rationale is required in addition to the tag (with an explanation that refers to the policy). But the text of Wikipedia:Non-U.S._copyrights#Countries_without_copyright_relations_with_the_United_States (which I've just updated) should also be borne in mind; if the incorporated work is not free in Country X, that inhibits the ability to reproduce the relevant Wikipedia article(s) in Country X. Fair Use guidelines cover that pretty well - if an image meets those, then that should be justification enough to use content copyrighted in Country X, even if Country X doesn't have applicable Fair Use provisions.
