The above templates are intended to be used by the "Start article" buttons at Wikipedia:Wikipedia Signpost/Newsroom, invoked via Wikipedia:Wikipedia Signpost/Newsroom/Task/core (see also its documentation).


The totality of this template is the following preload:

Currently, this is called by a URL parameter in Wikipedia:Wikipedia Signpost/Templates/Signpost-article-comments-end (and maybe elsewhere, I'm not sure). That template gives the following URL for adding a new comment if the article's talk page doesn't exist:
https://en.wikipedia.org/w/index.php?editintro=Wikipedia:Wikipedia_Signpost/Templates/Comment-editnotice&title={{TALKPAGENAMEE}}&action=edit&preload=Wikipedia:Signpost/Templates/Signpost-article-comments-end/preload
