docs: fix SIG regular meeting zoom link for api-machinery zoom meeting

I recently tried to join the Regular SIG Meeting for api-machinery via the zoom link but the link at sig-api-machinery/README.md was incorrect and that meeting was empty. The meeting link in the doc here:

was correct. This PR updates the current zoom link to the correct zoom link.
