イングランドサッカーのリーグ構成

イングランドサッカーのリーグ構成(イングランドサッカーのリーグこうせい)は、1888年に創設された世界最古の男子サッカーのプロリーグである。別称サッカーのピラミッドfootball pyramid)。主な地理的範囲はイギリス国内のイングランド地方[注釈 1]。創設クラブは12、その後、チーム数を急速に伸ばすと複数のディビジョンに分割され、1959年時点で4つのディビジョンに合計92のクラブが所属した。1992年にはプレミアリーグを設け、従来のフットボールリーグはその下部リーグとなる。

2004年に20クラブからなるプレミアリーグと、72クラブからなるイングリッシュ・フットボールリーグEFL)に再編し、構造改革に伴ってディビジョン名を改称すると(旧称ファースト、セカンド、サードの発展的廃止)、ピラミッド構造を用いて両リーグをトップレベルから下位レベルまで相互連携(英語)させた。EFLはさらに、それぞれ24クラブからなるEFLチャンピオンシップEFLリーグ1EFLリーグ2の3つのディビジョンに分かれている。その下にプロ・アマ混成のナショナルリーグを置く。

概要

各リーグは相互に昇格・降格英語版によるチームの出入りを認め、また理論上は、たとえ規模が最小のクラブでもトップリーグに上り詰める道がある。傘下の個別リーグは140件超、ディビジョン(格付け)の総計は480以上ある[1]。クラブの件数は合併や分割、リーグ撤退などにより年ごとに推移し、概算ではディビジョン単位で平均15クラブが参加すると、イングランドのサッカークラブの総数はおよそ5300箇所、チーム数は計算上、7千超とされる。また11部より下には公認の規定がないため、12部以下の構成は決定したものとして論じることはできない。

イングランド女子サッカー英語版は独自の9部制ピラミッドを採用し、またイングランドに本拠を置く男子クラブの一部は、ここで述べるイングランドサッカーのリーグ構成とは別に国外のリーグ英語版で試合を行っている。

沿革

世界のサッカー界で初のリーグとしてアストン・ヴィラFCウィリアム・マクレガー英語版クラブ主宰が采配して1888年に組織された。イングランドの「サッカーリーグ」という簡明な名称である。プロフェッショナル・サッカーを支持してきたクラブが寡占する状態で始動し、創設時からの12クラブの内訳は、一方でランカシャー出身の6クラブ (アクリントンブラックバーン・ローヴァーズバーンリーボルトン・ワンダラーズエヴァートンプレストン・ノースエンド) 。他方の6クラブはミッドランド地方出身 (アストン・ヴィラダービー・カウンティノッツ・カウンティストーク・シティウェスト・ブロムウィッチ・アルビオンウォルヴァーハンプトン・ワンダラーズ) である。

構造

チームは属するリーグによって、カップ戦に参加できるかどうか、あるいは最下位になると自動で降格されるかなど、資格に影響を受ける。

ピラミッド最上位の1部はプレミアリーグが携わり◉1 (ディビジョンの試合名にその名前を付与)、勝者はイングランドの覇者と認められる。2部から4部はEFL◉2が管轄し、これらディビジョンをまとめて「リーグサッカー」と呼ぶ。

5部以下10部まで合計6部は「リーグ外サッカー」(non-League football) つまりEFL管轄ではなく、FA直轄のナショナル・リーグシステム英語版すなわちNLS◉3に所属する。このリーグ内は最上位 (5部) から順に「NLSステップ1」、「NLSステップ2」(6部) と呼び分けている。11部は2020年まで「NLSステップ7」と称したところ、2021シーズンより「リージョナル・フィーダー・リーグ◉4」(Regional Feeder Leagues) に改称した。

  • FAカップ:1部から10部、位置付けは国内大会。

FAカップとFAヴェイスに該当するクラブのうち、それぞれのシーズンに部内最下位()になるとカップ戦に出場できない。FAカップの2017–18シーズンは全10部所属の合計338チーム中、77チームが参戦した。

ピラミッド構造の11部より下は地域リーグ (表◉5) であるため、カップ戦も地域杯となる。ピラミッドを下支えする層はカウンティごとに分かれ、所属クラブはカウンティ杯を巡って戦う。この構造から除外される「シニアカップ」とはトーナメント戦で、よくあるケースは特定の地域のプロチーム同士で試合を行い、ややもするとダービーより少し上くらいの位置づけである。例えばグロスタシャー所在の全チームを過去にまとめた「グロスタシャー・カップ英語版」などが典型例 (そして後年に「ブリストル・ダービー英語版」と改称)。

イングランドのサッカーリーグ9–10部に参加する地域
在籍チームの分布 (イングランド・サッカーリーグ9–10部、2011–12シーズン時点)

ピラミッド構造のこの制度は、入れ替え戦によって行き来を認めるリーグをまとめている。それぞれのリーグ上位から特定数のクラブが昇格し、またシーズン終了時にランキングの最下位だったクラブは降格させられる。昇格の要件には競技成績に加え、上位のリーグの規定に照らして的確かどうか、特に設備面、財政面を問われる。

理論上は、格下の地域アマチュアクラブがシーズン終了時の査定で昇格し続け、数年のうちにプレミアリーグで優勝してイングランドのサッカー王者の座にまで上り詰めることは可能である。 (少なくとも短期間には) その実現はほぼ無理としても、ピラミッド内で昇降の動きは活発である。

最上位5部 (プレミアリーグ) はそれぞれ単一ディヴィジョンを置き、イングランド全域のクラブを対象とする。6部以下は単位の対象地区がもっと狭く、複数リーグが並行して複数ディヴィジョンを保っていて、ときにはリーグが短命に終わる場合もある。あるいは人口が集中した地域で、プレミアリーグを頂点に20超のレベルを抱える事例もある[4]。イングランド各地にピラミッド未参加のクラブがあり、他のリーグとの同意契約が済んでいないため公認を受けられないが、カウンティ・フットボール・アソシエーション (地方自治体のレベル[注釈 8]) の公認を得ている。もちろんピラミッド未参加のクラブにも、競技成績の水準ならびに施設の条件がリーグの要件に合格する自信があるなら、特定のリーグへの加盟手続きを申請し、イングランド全域のクラブ格付けピラミッドの一員になるチャンスはある。

プレミアリーグ6部以内、イングリッシュ・フットボールリーグ (EFL) 上位3部をまとめてナショナル・リーグシステム (NSL=National League System)(英語)と呼び、上部組織フットボール・アソシエーション の配下に置かれる。FAは2014年5月時点で、EFL と NSL を結ぶ中間リーグを開設し、NSL の上位クラブを仮名「Bチーム」として移籍させる計画を発表、一旦は新部門計画に同意しプレミアリーグ「B」チームをまとめるとしながらも[5]、短期間で同計画案を完全に破棄している[6]

イングランドのアマチュアクラブは「日曜リーグサッカー」 (Sunday league football) とも呼ばれ、ここで述べるリーグ構成に含まれない。独立採算制で運営し、昇格降格システムに関与しないとはいえ、上を目指す野心があるならピラミッドリーグへ挑戦できる。また、ピラミッドリーグの公認加盟リーグではないが、日曜リーグからピラミッドへ移るチームは少なくない。
