Bangladesh as a Least Developed Country (LDC) heading towards graduation to a developing country ... more Bangladesh as a Least Developed Country (LDC) heading towards graduation to a developing country by 2026 is highly related to WTO rules and regulations. Thus, external factors such as export, import, remittances, foreign investment and foreign aid have been playing epochal roles in Bangladesh economy. Hence, Bangladesh needs to exercise vigilance in relation to the trade liberalization put forth by the World Trade Organization (WTO). In this context, Bangladesh Foreign Trade Institute (BFTI) has undertaken the initiative to prepare “A Framework Document on the Outcomes of WTO Ministerial Conferences (MCs) and Key Doable Actions for Bangladesh”. The study covers outcomes of the twelve (12) Conferences of the WTO MCs held spanning from 1996 (Singapore) to 2022 (Geneva). The MC is the highest-level decision-making body of the WTO and usually meets every two years. The MC can take decisions on all matters under any of the multilateral trade agreements. Furthermore, this study has attempted to delineate the potential scope and critical aspects of the major WTO decisions and declarations instrumental in international trade for Bangladesh. The decisions and statements of WTO MCs are crucial for the nation’s trade development as Bangladesh is graduating to a developing country. WTO rules, agreements and decisions should be thoroughly examined to exploit more trade opportunities. The study has tried to provide an in-depth understanding of how these MC outcomes affect Bangladesh economy, trade policies, and overall development. By analyzing the specific provisions and arrangements of the WTO MC outcomes, the study has made attempts to assess their potential impacts, and relevance to Bangladesh's national interests. In addition, the study has identified doable actions for Bangladesh in the implementation of these decisions. I am grateful to the Chairman and all the Board Members for their unwavering confidence and support for BFTI. I would like to express my sincere gratitude to officials from Ministry of Commerce (MoC), the dedicated individuals for the study team both from BFTI and trade expert who contributed to a great extent through their valuable inputs and suggestions. I believe that the outcomes of the Framework Document will contribute to the existing knowledge on the WTO MCs offering valuable insights for policymakers, researchers, and stakeholders in Bangladesh, as well as providing recommendations for enhancing the country's engagement with the WTO. This Study stands as a testament to the enduring significance of the WTO and its role in shaping a more prosperous, globally interconnected Smart Bangladesh. The efforts of Bangladesh within the domain of WTO Ministerial Conferences (MCs) would be benefitted significantly in light of the doable actions identified by the study. BFTI will welcome and positively consider every constructive suggestion for further improving the quality and content of the future editions.

However, women have not reaped the benefits from trade between India and Bangladesh. Factors like geographical proximity, cultural and historical the similarity between the two countries present a mutual advantage for creating a favorable trade regime for women. Since the effects of trade are not gender-neutral, this paper proposes addressing the challenges faced by women traders as part of the forthcoming trade partnership - Comprehensive Economic Partnership Agreement (CEPA). The recommended policy solutions would likely correct existing gender inequalities within the sector and provide overarching opportunities for female traders.

This paper attempts to measure the location-wise and size-wise competitiveness of Bangladesh knitwear sector and it attempts to investigate the major factors that influence the competitiveness of Bangladesh Methodology: This is a cross-sectional study and purposive sampling techniques have been applied to select 132 factories at three different locations, i.e., Dhaka, Narayanganj, and Chittagong. Likert-type question has been used to analysis data. Furthermore, simple index construction logic has been used to measure the Information and communication technology (ICT) and Research and Development (R & D) activity. Finally, the competitiveness has been measured by mean, and ranked according to mean value to compare the competitiveness according to size and location. Result: This study demonstrates that larger factories are more competitive compared to medium and small factories. Further, the result also reveals that export growth, average profitability, price competitiveness, cost competitiveness, factor productivity, R & D, ICT uses, and company competitiveness are higher in the large factories compared to small factories. This study also reveals that factories located in Dhaka have more competitive advantages than factories located in Narayanganj and Chittagong. According to the size of the factories, larger factories have more competitive advantages than smaller factories. Originality: This study identifies the competitiveness of the knitwear sector according to the geographical variance and size. Furthermore, this study also suggests some rigorous policies that may help in enhancing the competitiveness of the knitwear sector, especially the small knitwear factories.

BKMEA always focuses on increasing the export of Knitwear products in global knitwear market that will not only serve the interest of the sector but also will commensurate with the government's export-led growth strategy. In today's world, growth is happening in the South and East Asian countries due to the outbound nature of investment from two economic super powers: China and India. While digitization or knowledge based business ecosystems coupled with disruptive technologies are bringing changes to old model of businesses. For example, omni-channel business approach leads to a significant decline in the sales of departmental stores. On the other hand, growing importance of big data is increasing that facilitates the business owners to take better decisions and strategic business moves. Given the very unpredictable nature of the global trade, the continuation of carrying out research work is very crucial to understand the current direction and dynamics of the market. In this connection, BKMEA continues the publication on Bangladesh apparel industry every year. This current edition for fiscal year 2017-18 has rigorously covered the trend of both global and Bangladesh RMG export market scenario, global cotton market scenario, competitiveness, market concentration, and diversification scenario; and also the business sustainability and strengths of the Bangladesh knitwear sector. I firmly believe that the book will help RMG exporters to adopt appropriate business strategy and policy makers to formulate sector specific prudent policies. It will encourage independent and potential researchers to conduct more groundbreaking research works. Finally, I would like to thank respective members of Board of Directors and different cells especially Research and Development (R&D) cell for putting their dedication and sincere efforts to get through this work to completion.
