Cult Capita: A City District for Cloud Empress

The street-level district of Upsilon city is most usually referred to as Cult Capita. The place is packed tight around the Monument and its anchorpoint to Upsilon, which causes slip interferences throughout the entirety of the district. This connection to the slip has caused a wide variety of magicians and other mystical folk to make their home here. The streets are lined with occult shops, fortune tellers, and all manner of arcane peddlers, a surprising amount of which are actually the real deal.

Cult Capita is a city district setting for Cloud Empress filled with illusion and delusion. The zine contains 6 pages compacted with content like:

• A starsign superstitions table. Why roll for the behaviour of one npc when you can simply roll the mood of an entire city in one go?
• Several different factions that are constantly at odds. The Witches & Warlocks Coveneration (A.K.A. The Double Union) is always looking for more members to continue the struggle.
• A cool district map with a bunch of interesting locations + a separate table for finding magic shops down in Mystic Avenue.
• A d100 Cult Capita encounters table.
• A new bonus effect table that happens whenever spellcasting goes sideways.

Many tables in this zine use the mystical number seven as possible outcomes. Should you - for some reason - not be in the possession of a d7 die, one solution is to simply use a d8 or d10 as replacement and reroll on anything higher than a 7.

Cult Capita is a district in the tilting cloud city Upsilon, a setting created in collaboration with a group of Cloud Empress wardens. Find the other city districts here:
