Project goal
[edit]South Africa has a rich cultural heritage landscape that needs conservation and protection. The first steps towards achieving this goal are to properly identify and catalogue all heritage sites and raising public awareness about them. This will be the first time that many South Africans will contribute to Wikipedia and other Wikimedia projects, breaking down perceived barriers to access and bridging the technological divide. The addition of free-to-use and licensed contemporary quality photographs of South African cultural and heritage sites will enhance and add to the visual depth and the coverage of South African related articles on Wikipedia.
The aim of this project is to encourage and facilitate the capturing and upload of photographs of South African heritage sites or monuments under free licensing during the heritage month. We also want to encourage those who upload to write something about their monument of choice in Wikipedia of their local language choice. South Africa has diverse cultures, and eleven official languages are recognised in the constitution. Reaching out to the majority of South Africans during this competition will not only raise awareness among minority language speakers, but also motivate them to contribute to the Wikimedia projects.
Project scope and list of activities
[edit]The photo contest will run throughout September 2012. During this time, participants will upload and categorise photographs of South African heritage sites. This participation will build up to upload marathons on heritage day. Wikimedia ZA is in negotiation with provincial heritage councils to get permission to use their venues (such as galleries, museums and libraries) on heritage day. Should this proposal be approved, the degree of public outreach will be increased and the budget amount decreased. This will be a national project to be held and executed in all nine South African provinces. The event highlights are described in more detail below.
Launch event
[edit]At this event, we will be doing a two-pronged launch of Wikimedia ZA and its first public project (WLM) to the public and press. We have had very good feedback and interest from Heritage Western Cape and government resource authorities. It is therefore appropriate to hold the event in Cape Town. We expect a large contingent of government officials and therefore good press coverage. We are building networks with private companies and their representatives, and we hope to have a healthy contingent from them as well. We estimate at least ten government officials and ten private company representatives, and many members of the general public. We have engaged some media houses to cover the event and expect at least five to be present. During this event, we will kick off the competition with demonstration stations that highlight African language Wikipedias (live) and hands-on demonstrations of uploading media files onto Commons. This event will be used as an icebreaker and to drum up participation during heritage month.
Provincial upload marathons and edit-a-thons
[edit]These events are planned for all nine provinces, to be held simultaneously on Heritage Day (24 September). We are in discussions with provincial heritage authorities to use their venues. The day will be preceded by a robust advertising and awareness campaign building up to the day. We will have upload stations and editing stations for members of the public who want to upload their pictures on the day. Wikimedia ZA is planning to draw from a pool of experienced volunteer South African Wikimedians (at least 2 per venue) to be deployed around the country. Photo adjudication days
[edit]We have been in discussion with some of our country's most famous landscape photographers and photojournalists (who are a heritage themselves) to adjudicate the final pictures that will have been uploaded during the competition. They will deliberate on photographs in order to select provincial winners and an overall national winner for the competition. We have allocated five days for this adjudication and may revise this after we have had complete confirmation from our panelists. See the jury panel page on our external website for more details.
Prize-giving event
[edit]This event is a curtain closer for the competition and will be held in Johannesburg ("the City of Gold"). We will use this opportunity to award the best provincial pictures and the national winner. We will also use the event to thank our jury, and our government and corporate partners and sponsors. We will then take stock of what the competition has achieved and plan for next year. We also hope to cement government and corporate partnerships with Wikimedia ZA. We estimate fifty people in total including the volunteers, jury, government partners, corporate partners, media representatives and local organising committee. This number may be revised at a later stage.

Fit to strategy
[edit]This project meets a number of mission targets for Wikimedia strategic plan (through 2015). They are outlined below:
Increasing reach
[edit]Increasing Wikimedia's reach in the Global South is one of the salient points of Vision 2015. South Africa is crucial to this objective, as a key African hub. This competition will be the first major public activity of Wikimedia ZA and will be pivotal in the increased uptake of Wikimedia projects by the South African populace. Participation
[edit]The potential of this project to increase participation is huge. We are estimating that at least 3000 new users will participate and upload. This in itself will be a great increase in the South African editor pool. See our social development focus for estimated figures of this competition's potential reach.
Quality
[edit]Wikimedia Commons has a very poor representation of South African heritage sites and monuments. The available images are of moderate to acceptable quality. This project aims to improve the coverage of the South African monuments by encouraging people (including professional photographers) to take and donate quality images under free licenses to the Wikimedia Commons database. The expected ripple effect is that Wikipedia articles about these sites will be created and improved during provincal upload and edit-a-thons.
Credibility
[edit]By roping in government authoritities as partners we will be able (to a great extent) to improve our credibility as a chapter and movement in handling such important issues as national heritage, and in running large scale public events in the country.
Organizational maturity and effectiveness
[edit]This event will also be used as a proper public and visible chapter launch, helping to move the chapter foward to the next phase of creating a firm user and membership base.
Financial sustainability
[edit]Government and corporate partners will feel more comfortable in awarding us medium to large scale grants as a result of us building up a positive track record. This is crucial to the chapter's future financial stability.
Partners
[edit]Heritage Western Cape
[edit]Currently our biggest partner is Heritage Western Cape (HWC) that is situated in Cape Town. The provided us with a small amount of money (R5,000 = $590) to be used towards the prizes. They helped us in getting access to the heritage lists and are going to promote WLM in each of their 23 museums throughout the Western Cape. The exact details are still being decided on, but currently they are willing to provide us access to their museum resources on Heritage Day. In addition, they are also providing us with support from their museum staff to help with the provincial upload marathons and promote the WMZA chapter in general. Creative Commons South Africa
[edit]We are also partnered with CC-ZA who is supporting the competition by providing assistance regarding questions about the photographic licensing. They are further going to assist us with media relations during the time of the competition and potentially get a larger percentage of South African Wikimedians informed about our chapter and our projects.

National Heritage Council
[edit]We made a presentation to the National Heritage Council (NHC) on 20 July 2012 for their support of the competition, following telephonic and e-mail discussions in the past two months. Their National Heritage manager was present, and they all expressed satisfaction about the aim and value of the competition and its projected impact on Heritage education. They are reviewing the presentation and proposal and will confirm in writing within two weeks. They have in principle expressed interest in supporting the competition as follows:
- Endorse the competition.
- Fund the prize-giving event (Bill No. 5) in total.
- Offer a venue for this event (currently exploring a Heritage venue in Gauteng).
- Use their internal media channels to alert municipalities nationally about the PUMs.
- Look at future projects where we can collaborate with them going foward.
This will drastically reduce our budget, yet we have kept Bill No. 5 as part of this grant request until we have the above commitments in writting.
Other benefits
[edit]We have had some success in involving some of South Africa's best known photojournlists who have expressed interest in sitting in our jury panel of judges. This will lead to greater press exposure. The attention will be very good for the competition and may indeed persuade young and aspiring photographers to enter the competition. Measures of success
[edit]We will consider this project a success if we can:
- Increase the number of unique visitors to our external website after the competition launch.
- Encourage additional local Wikimedians join the Wikimedia ZA chapter and get involved in projects.
- Achieve a respectable number of uploaded photographs of South African heritage sites during the month of Sepetember.
- Achieve a respectable number of uploaded photographs in Commons and new articles in Wikipedia, of South African heritage sites during the provincial upload and edit-a-thons.
- Obtain early commitment from partners (corporate and government) for Wiki Loves Monuments 2013 after the prize-giving event.
