Fairfield Conservation & Development Plan Draft Available For Review
The 75-page Plan of Conservation and Development "guides land use and infrastructure investment priorities over a 10-year horizon."
FAIRFIELD, CT — A draft of Fairfield's new Plan of Conservation and Development, a 10-year guide for "land use and infrastructure investment priorities," is available for public review, announced First Selectwoman Brenda Kupchick Thursday.
The document, known as the POCD, is being updated for the first time since 2016, and was the focus of a public open house in the spring, in addition to other public meetings and events before and after the initial stages of COVID.
"As we emerged from COVID, the Town approved the use of [American Rescue Plan Act] funds to hire a professional planning consultant firm to help us take the work we had previously done, re-engage the community and complete the plan," Kupchick wrote in a Town Update message, adding that the Board of Selectpersons will hold a presentation of the document in September.

Additionally, the goal is for the Town Plan and Zoning Commission to hold a public hearing on the POCD in October, and possibly vote to approve it in November.
Fairfield officials began gathering information and public input to update the POCD in 2018, but as mentioned above, took a pause during the initial stages of COVID.

By state law, communities are required to update its POCD every 10 years, so Fairfield is well within that time frame.
As stated in the document's introduction, the POCD seeks to present the town's values as it pertains to conservation and development:
This POCD is organized around a series of statements that reflect the values of Fairfielders
and articulate a vision for what Fairfield should be. They include:
• A Resilient Community
• An Environmentally Rooted Community
• A Community that is Home for All
• A Sustainably Prosperous Community
• An Interconnected Community
• A Community Where People Come Together
