Find a way to avoid Notifications spam when a new topic is created on a Flow page you watch

Description

Recent Flow deployment on French Wikipedia raised some feedback (here, here, here) about noisy notifications, sent to all users when a new topic is created on a page they watch. That problem is not new at all: T100528#1468476

I'm creating that task as a sub-tack of T100528: Improve organization and control for Flow notifications (tracking + ideas) in order to track if it is possible to find a way to (temporary but urgently) fix that problem.

Solving this problem properly is hard, but one easy-ish thing we can do is making new topic notifications a separate category that can be turned on/off in the notification preferences.

Anything that can help users is fine. :)

This suggestion is related to / inspired by T133220: Sort out Notification categories to make them more logical for Preferences

There is also a more general proposal to mute notifications of a type affecting a given page: T115264: Notification panel: Control notification volume

Thanks Pau! That task is the one I was looking for.

But I'm afraid that task about muting is too big. We are dealing here with an urgent expectation.

This was the main (but not sole) factor in Persian Wikipedia turning off the Flow user talk Beta feature (T157023: Remove Flow from the user talk namespace on Persian Wikipedia).
