Add entries to Special:Log regarding use of transcode resets

Description

Transcode resets are long running jobs. Repeated (ab)use will stop videoscalers from processing new uploads in a timely manner (T154733).

Log entries should be added as one of the first steps, to know who is doing the enqueues, so we can actually contact the user. Preventative measures could be added later in case of serious abuse.

A guideline should really be published as users who may look like they are abusing may not be abusing. Since there is no where documenting how many time in a go to press the reset button.

Maybe we should add a way to allow a number of resets to go through and then once it hits the pre defined limit then put the rest to the backlog, then let more through.

It's not like we want to ban people who are overusing it, we just want to know who they are and explain the problem and ask them not to do this.

I'm not sure if there is any rate limiting on resetting transcodes. Perhaps there should be. (But that would be a separate task.)
