A long time ago, @daniel's bot CommonsTicker sent warnings to all wikis. Not sure if it just needs a maintainer or has stopped for some other reason.

@Doc_James: as its been explained to me, there is no timestamp or queue of
those changes to the "file usage" list -- so its actually a bit more
complex question of logging those changes in a way that isn't super
intensive, one way or another.

Why would this not work?

@Doc_James One of the problems right now, is that you can notify the pages that a file is on, or the Wikimedia project: but if someone added the file to a page (clearly the most invested person on that wiki), we have no way of notifying that person that that file is effected (except if they are very closely watching the talk page of articles they have contributed to). There have been a number of files that I have added to pages, that I don't watch (because my watchlist is massive), but I would appreciate knowing if the file gets removed, or is up for deletion.

What the request is, is a central notification at WikiProjects when images used by that WikiProject is up for deletion on commons. This request is not for the specific user who added the image. That while a good idea would be something slightly different.

The script I put on my last comment is running on frwiki :) I think that if you want to use this elsewhere, it will not be difficult.

@Doc_James I am suggesting that we should develop a core infrastructure that adds image change events on commons, so that communities can learn from them in other ways as well (sometimes deletion events, sometimes image addition events, and sometimes). Without this core infrastructure: your proposal only (temporarily) solves part of a larger problem which includes lack of communication between Commons contributors and other Wikimedia contributors.

The feature of notifying client wikis about files nominated for deletion on Commons could be implemented as a Mediawiki extension as well, I think. To notify related WikiProjects on client wikis, more appropriate may be requests for bot work on individual wikis where the local community needs this.

@Doc_James: How do you think speedy deletions should be handled? Is it worth notifying folks about those?

Yes would be good to notify people about speedy deletions as well. Often it is an OTRS issue and folks on EN WP might be willing to help with solving those issues.
