If the PropertyTermStore implementation will live in Wikibase, and Wikibase isn’t supposed to know about mediawiki-term-store’s internals (wbt_term_in_lang etc.), then I think mediawiki-term-store needs to offer some service that turns term IDs back into terms, i. e. the inverse of TermIdsAcquirer.

Moving this back to doing and unassigning myself for the database part. There’s an implementation in the T223994 branch on GitHub, but it needs tests, and I’m not sure at the moment what they should look like. Might pick this up again tomorrow, but anyone else can also feel free to do it earlier.
