Per the foundation policy for the access of temporary account IP addresses, stewards have the authority to terminate access to temporary account IP addresses when misuse has been found.

This task is to make it technically feasible for stewards to prevent auto-promotion into the checkuser-temporary-account-viewer group on all wikis when they have determined that the user has abused access. Currently, a steward can only remove the group once the user is auto-promoted in to the said group. This is not effective, as the user could meet the auto-promotion conditions on another wiki to get the group again.

Acceptance criteria

• Allow stewards to prevent auto-promotion into checkuser-temporary-account-viewer if they have determined the user has abused access to it on another wiki
