The data were collected from nine adult education professionals/officers who are working at regional-, zonal-, and district-level education offices through in-depth interviews and official documents. The results indicated that the adult education initiatives of the country lack consistency and clarity and affected the practice of adult education. The National Adult Education Strategy (NAES) and its implementation guideline lack a clear framework for stakeholders to collaborate effectively in the provision of the program. Moreover, different policy issues such as partnership, coordination mechanisms, communication strategy, funding, innovation, and monitoring and evaluation were rarely considered in the implementation of the policy. The implementation of integrated functional adult education (IFAE) programme needs collaborative ... more The implementation of integrated functional adult education (IFAE) programme needs collaborative efforts of different sectors. Studies indicate that the collaboration among different sectors is low, but the sectors' view in relation to the contribution of the programme and their participation in the implementation of the programme is not well studied. Therefore, the purpose of this study was to understand stakeholders' views about the programme and their participation in its implementation. The necessary data were collected from Adult Education Board members, Adult Education Technical Committee members and facilitators through questionnaire, in-depth interview, and document review. The result indicated that stakeholders have positive views about the collaboration and the contribution of the programme to the development of different sectors and the nation in general. It also revealed that, there is minimal involvement of stakeholders in the implementation of the programme including programme management, awareness creation, community mobilisation, budget allocation, education and training, and monitoring and evaluation. Stakeholders' positive view about the programme and its contribution is a necessary but not sufficient condition for the effective implementation of the programme. Thus, there is a dire need for stakeholders' and government's commitment and strong programme monitoring and evaluation supported by clear accountability structure.

Studies indicated that the collaboration among these sectors is unsatisfactory, but the main factors that deter the collaboration are not well studied. Therefore, the purpose of this study was to assess major factors that deter intersectoral collaboration in the implementation of adult education in Ethiopia. The result revealed that low political commitment, lack of ownership and responsibility, lack of clear and feasible communication strategy, and lack of financial and skilled human resources are some of the major factors that impede effective intersectoral collaboration. The study implies that the presence of national strategy and preparedness of different sectors to collaborate are important but not sufficient condition to ensure effective intersectoral collaboration in the provision of adult education. It also implies that a program most likely fails when it is developed without genuine and meaningful consultation with its end-users. Generally, effective intersectoral collaboration requires political commitment, and greater synergy between policies and practices that considers the local context and active participation of the community.

This study investigated the implementation level of teachers' code of ethics in secondary schools... more This study investigated the implementation level of teachers' code of ethics in secondary schools in Ethiopia. We employed a descriptive survey research design with quantitative and qualitative approaches to achieve the objective of the study. The study participants were 404 teachers, 289 students, 10 principals, and 5 district education experts, selected using stratified random, quota, comprehensive and purposive sampling techniques consecutively. We collected the data via questionnaires and interviews; we analyzed it quantitatively, using descriptive statistics, percentage, frequency, mean, and standard deviation and inferential statistics, independent samples t-test and qualitatively using thematic analysis technique with verbal narration. Our findings indicate that teachers implemented the code of ethics regarding students, colleagues and the teaching profession at a higher level; however, their commitment was low to the parents and the community domain. The study also revealed that gender, age, and teaching experience affected the implementation level teachers' code of ethics in the three dimensions. we recommend the concerned bodies to pay due attention for ethics courses in the initial teacher training; design and implement different mechanisms that can escalate teachers intrinsic motivation and commitment to their code of ethics; frame understandable, detailed, and executable code of ethics, and institutionalize continuous community awareness program about teachers and the teaching profession as it will help teachers to maintain their interest and commitment to their profession and thereby to their code of ethics.

The purpose of this study was to investigate the attitude of teachers towards the teaching profes... more The purpose of this study was to investigate the attitude of teachers towards the teaching profession in public secondary schools of Amhara Regional State of Ethiopia. Quantitative research approach with descriptive research design was employed to achieve the purpose of the study. The data were collected through close-ended questionnaire from 404 teachers who were selected using stratified random sampling technique and analyzed using descriptive and inferential statistics. The result indicates that teachers had moderately positive attitude to the teaching profession. The finding also prove that the three classes of attitude responses have strong correlation each other. The study also reveals that demographic variables such as gender, age, qualification, and experience had no effect on the attitude of teachers towards the teaching profession. Therefore, efforts should be made continuously at all levels to increase and sustain the positive attitude teachers have towards the teaching profession as a favorable attitude has a positive impact on student achievement, quality education, and national progress at large.
