Is every person in the Harvard Index of botanists a Botanist?

Currently if you add a Harvard Index of Botanists ID to a wikidata object without an occupation value you'll get a value requirement constraint. I interpret this as having a Harvard Index of Botanists ID being an indication or a pointer towards an occupation value. It is indeed intuitive that all persons on this list would be botanists, however this is far from certain especially when looking at the past when the description and collection of plants was not limited to professional botanists or people who would have called themselves plant collectors or botanists. This is the case for example for Q12973 where it is clear the value botanist for occupation should not be the first choice. For persons where only a harvard index of botanists id is known just adding botanist as an occupation is premature. And having this as a requirement encourages this behavior.

Furthermore, if it is the case that everyone who has a Harvard Index of Botanists ID is a botanist, is the same no true for everyone with an IPNI id? Even if you have described a plant to science, it is has in the past not always been the case to be self identifying as a botanist.
