- Keep. There seem to be quite a few discussions of the program in Canadian government materials (e.g. [1], [2], both PDF). While I don't know whether these can be considered independent of the program, given its government funding, there are also scholarly papers (e.g. [3], [4]) at least from 2006 to 2017.
