Chosen as the name of the 年号 (nengō, “era”) based on a quote from the 後漢書 (Gokanjo, “Book of the Later Han”), Volume 79, Part 2, Biographies of Confucian Scholars: Xie Gai (謝該／谢该) (full Chinese source text here):

故能文武并用，成长久之计。

And it could be civil and military use, as a permanent solution.
