Itou Tsukasa was born February 21, 1967 in Tokyo, Japan. She is an actress and former idol and voice actress currently affiliated with Kart Promotion, before she was part of Gekidan Iroha (劇団いろは).
Born in Shibuya, Tokyo she graduated from Komazawa Gakuen Girls' High School and afterwards Yokohama College of Art and Design.
Itou joined Gekidan Iroha, where at first she played student roles, her most known role was as one of the students in the popular tv drama San nen B-gumi Kinpachi-sensei in 1980. In 1981 she made her debut as pop idol and afterwards as voice actress. Her major role was that of the heroine in the anime adaptation of the popular shoujo manga Hikari no Densetsu, for which she also sung the opening and ending songs.
