This isn't just bad. This is proper bad. Throughout and disappointingly bad.

Why it ends up being so horrible is because they are trying to blend digital and analog anime with some rudimentary CGI elements. I think most of the background are digital, the figures are hand-drawn and hand colored, and then most of the visual effects like fire, water, candles and such are CGI. And this never looks good. Even back in the 90's they could do entire CGI movies that looked fine (Toy Story), they could absolutely do analog movies that looked stunning, and heck by 1998-1999 some digital anime was even looking fine. But trying to mix them?
I say CGI, but it really looks like Playstation 1 graphics. I'm pretty fucking sure this is the exact fire effect that was used in some ps1 games. Remember those weird early gifs that everyone added to their angelfire homepage? Yeah, That's what you've got here.

The synopsis on this page pretty much sums up the entire story so there is no need for me explain that any further. It's a very straightforward and basic 'Boys Love' story.
However what is interesting is the setting. This time period, the onmyoudou, The court culture and traditions. All of this is interesting to me, and that kept me actually watching this. But honestly. Do yourself a favor: just go and read a Wikipedia article instead.
