Dear Chai=an Mollohan and Ranking Member Wolf:

I am requesting funding for the Youth Soccer Gang Prevention Initiative in fiscal year
2010. The entity to receive funding under the Department of Justice, Juvenile Justice and
Delinquency Prevention is the Starfinder Foundation, located at the Urban Promise
Center, 4015 Main Street, Philadelphia, Pennsylvania, 19127. The funding would be
used to demonstrate the effectiveness of using soccer as a tool for keeping at-risk children
and teenagers from joining gangs.. The sport of soccer is now recognized as a powerful
magnet to successfully attract at-risk youth to innovative educational programs that
provide positive alternatives to the negative peer pressures that so often lead to gang
involvement and juvenile delinquency. Investing in youth who are at high risk for gang
participation and empowering them with soccer-based leadership responsibilities and
workforce development opportunities will provide a significant contribution to an
environment of sustainable social change. . '
