Introduction:
This report is generated on the basis of inspection conducted at Dodsal Cont. & Eng. Co. 20
Water line project, New Mumbai from 10:00 hrs 15:00 hrs on 23/03/2012. This inspection
was a part of ongoing survey of all the major construction sites across the state to identify
health & safety standards maintained in all the companies. The construction site activities
were ongoing thus I observed certain and highlighted some of the more serious deficiencies
below, which will require immediate attention. The listed observations, together with
actions, which will require to be taken ensuring the construction site presents a safe place to
work. The inspection sheets are appended to the back of this report.

1) Observation No: 3
Elevation difference found in ROW (Right off Way) its posing hazard of vehicle falling
in where the depth very from 3mts to 10mts in different location.
Recommendations:
It is recommended that If possible eliminate the hazard by isolate the area from vehicle
movement / unauthorised entry and If not possible reduce the hazard by providing
dividers and hard barriers the area with adequate caution boards.
Cost: Approximately Rs: 30,000/Legal Requirement: Indian Factory Act 1948.
2) Observation No: 5
Found grit blaster was doing blasting without any respiratory protection and suitable
PPEs, and found that there is no suitable respiratory equipment available at site / store.
Recommendations:
It is recommended that Respiratory protection to be provided and it shall be worn.
Reduce air born dust by wetting cleaning, safety helmet, overalls with hoods, gloves,
hearing protection shall be worn.
Cost: Approximately Rs: 25,000/Legal Requirement: Indian Factory Act 1948.

3) Observation No: 12
Observed that pneumatic air compressor was using improperly. Homemade chain is
fitted in hose connector instead of whip arrestor, hoses spread on floor and earthing /
grounding not provided.
Recommendations:
It is recommended that Wipe arrestor to be fitted on hose connector. Check the hoses
and connections and ensure they are in good condition. Lay the hoses properly so that
they do not pose a tripping hazard and Proper earting / grounding to be provided to
electric shock by static electricity.

4) Observation No: 14
Observed that worker working on sub standard / in-complete scaffolding at the site,
there is a chance of collapse and probability of fall of materials as well as workers. No
toe boards and guardrails are provided and some place planks are missing.
Recommendations:
It is recommended that Scaffolding shall be erected by skilled persons with use of
standard materials. Erect the scaffold properly (Ensure the ground is level and firm,
Use base plates and sole plates, Means of access and egress should be only through
ladders, Make sure there is no gap between the planks, Provide toe board, Guard rails
and mid rails should be in place and Scafftag to be in used.), A trained scaffold
supervisor should supervise the job and inspect and certify before use, provide netting
for safeguarding others from falling debris, full body harness should be worn and
house keeping to be maintained
.

5) Observation No: 20
Found that compressed gas cylinders stored improperly. Acetylenes and Oxygen empty
& full cylinders kept together and some cylinders are lying on the ground at cylinder
storage area.
Recommendations:
It is recommended that proper storage shade to be made, compressed gas cylinders to
be handled and stored safely (Thy oxygen and acetylene cylinders must be separated
should maintain a distance of 20 feet away from each other in the storage area, empty
and full cylinder of both oxygen and acetylene must be separated, valves of the
cylinder must be protected with caps, transportation of the cylinder must be done
either in trolley or by vehicle (Manual handling is strictly banned), All compressed
gas cylinder must be in upright position in a trolley & they should be chained
properly)

Conclusions
I sincerely thank management for giving a nice opportunity to inspect an ongoing site. It is
highly appreciated by the workforce when enquired about the well being and also
congratulates and appreciates management for taking step forward towards positive safety
culture.
I observed various range of hazards from low risks to high risks and given necessary input to
management, I am also happy to notice few good practices followed in the work site and I
sincerely appreciate management for their effort.
It is advised that the recommendations included in this report are implemented in order to
improve health & safety and aid legal compliance. All improvements should be monitored
and reviewed to establish effectiveness.
There are financial costs involved to implement these health + safety improvements within
this department which are detailed in this report. Long term financial costs can be built into
future departmental budgets
Although as previously mentioned in this report there are a number of health and safety
issues that cause concern, overall the site is generally well run and with very little cost it
would be able to become an excellent example of health and safety practice which could be
shared throughout.
To ensure that staff and users feel that health and safety is priority within the site I would
recommend a general programme of inspections and awareness initiatives by management,
this will help to demonstrate a positive health and safety culture. This is especially important
with young persons working in the area.
