My suggestion and proposal

1.1 PROJECT DESCRIPTION


The name of the commercial building that I would like to propose is Coffee Time Caf.
It involves the construction of a shaded coffeehouse for people to enjoy an outdoor dining
area, delicious meals, mini library, and rooms for special events party, corporate
function, birthday party and wedding. The Coffee Time Caf makes an ideal meeting
place for breakfast, morning tea, lunch or afternoon tea. This proposed area is a
commercial area which is located in Saga Park, Bandar Sri Damansara, Selangor Dahrul
Ehsan, Malaysia. The size of the land is estimated 55m by 60m.

1.2 PROJECT CONCEPT

This commercial building will have a caf and a drive through service which will be built
next to the recreational area and residential area. It enables people who are in a rush to access
this caf easily by driving through to order meals. Residence live nearby able to drop by to
rest and enjoy meals, special facilities and services in this caf. The surrounding of the
building will have its own small carpark where cars, motorcycles and bicycles can be place in
that area. This caf is a one storey building which consists of a mini library, outdoor dining,
sitting area, special event rooms, staff room, restroom, kitchen, cashier and a drive through
service area.

I)

DRIVE THROUGH SERVICES a type of service provide by a business to allow


customer to purchase products without leaving their cars. Orders are generally
placed using a microphone and picked up in person at the window.

II)

WESTERN FOOD CAF western food has always been popular which is one
of the favourites among youngsters. Western diet contains high quantities of
variety of vegetables, fruit, beans and cereal products which encourages customers
to eat healthily.

III)

MINI LIBRARY it welcomes the readers to open up their minds and add to their
knowledge store when customers visits the caf. It is like a one-shop stop for

different journals, newspapers and magazines. It motivates customers to keep up


the habit of reading which further leads to enhancement of vocabulary too while
enjoying their break in the caf. The purpose of this mini library allows customers
to inspire and read more while having a rest. It is also a way of relaxing and
releasing stress.

IV)

OUTDOOR DINING/ SITTING AREA the open air seating area makes a
significant contribution to the quality of public spaces to the urban life. Its a way
to offer customers an outdoor dining experience much more enjoyable and
undergo the elements: glaring sun, sticky humidity and the buzzing insects. Diners
get to enjoy the restaurant experience along with the pleasant weather and the
surrounding furnishes.

SPECIAL EVENTS ROOMS- special designed rooms for special events: party,
birthday party, weddings, corporate and business function. Allows customers to
enjoy western cuisine with the combination of facilities and decorations.

KITCHEN- food and beverages are prepared in this area. It is place next to the
drive through service for the convenience of transporting food.

1) Failure to complete the project

-efforts will be wasted

2) Insufficient budget

-project will be slowed down, postponed/ abandoned
WAYS TO OVERCOME
Must hire a certain profession like quantity surveyor to manage the budget properly so that
the project can be completed successfully even the budget is low.

3) Failure to receive approval from the authorities of building


construction
OUTCOME
-the project cannot start
-the final outcome of the project cannot be open to the public
-waste of money, time and resources
WAYS TO OVERCOME
All amendments of the project details must be carefully considered and checked before
submission.

4) Accidents happened to the workers


OUTCOME
-workers get injured
-labour productivity will be affected
WAYS TO OVERCOME
Safety precautions must be done during the construction process.
Monitor workers at all times.
Provide insurance for the workers.

5) Person in charge that involve in the project leaves due to unexpected


reasons.
OUTCOME
-project has to be postponed
-waste of time to hire a new profession
WAYS TO OVERCOME
Provide better facilities and good working conditions to the workers.
Provide bonuses.
Find experienced workers to work together.

6) Weather delay the process of construction


OUTCOME
-construction will be delayed
-maintenance cost increase gradually

Use high quality material to avoid corrosion.

RATIONALE, BENEFITS AND IMPACTS

Rationale
I decided to place a commercial area next to the recreational area because the site has a
large waste land filled with dumps with mosquitoes and insects which may harm
residences health. Diseases such as dengue may occur if the area still remain the same
condition. The recreational area is not well maintained and gardeners seldom get to tidy
the area. Place a caf in the centre of the residential area will be a convenience to
residences since theres not much restaurants and cafs nearby.

Benefits
This caf with a drive through service will benefit the other residential areas nearby.
There arent many restaurants for the citizens to have food, placing this coffee house at
the centre of the residential area able to attract more people to have breakfast or take a
break by enjoying meals and the surroundings. It is open for 24 hours which will be more
convenient for residences to walk and drop by anytime and I believe that a drive through
service in this caf allows customers to receive services from the exterior of the facilities
through a window easily. Majority customers will not be able to find a suitable parking
hence, drive through will be a great convenient service to them. There will be more job
opportunities for the local.

Considerable impacts
The impact of the project to the surrounding is carbon dioxide will increase if the land
from recreational area demolished, therefore the temperature in that particular area will
increase. Next, there will be an insufficient parking areas when the caf becomes more
popular. Traffic congestion will occur if customers and residences increased. The
surrounding of the area will be full of noise and air pollution. It will cause an overall
environmental pollution.

Authority Procedures

Step 1
Applicant Submits Application to Secretariat of One Stop Centre. The One Stop Centre
(OSC) Secretariat shall check and examine all documents submitted based on the checklist
prepared. The checklist is as follows:-Simultaneous application for conversion and
subdivision under Section 124A National Land Code (NLC) or application for Surrender and
Re-alienation under Section 204D National Land Code (NLC)L; Application for Planning
Permission; Application for Building Plan approval; Application for Earthworks
Plan and application for Road and Drainage If the application is incomplete, the OSC
Secretariat will request the applicant to submit the necessary or addition documents/plans.
The OSC Secretariat shall: Register the application. Receive the receipt of processing fees.
Key in data for electronic submission, if applicable: and issue letter receipt application to the
applicant.
Step 2
OSC Secretariat Distributes Application to Relevant Departments. The OSC secretariat shall
distribute the application with all accompanying documents to the relevant departments for
processing: Simultaneous application for conversion and subdivision or surrender and realienation to the Land Office; Application for planning permission to the Town Planning
Department/Division of the Local Authority; Application for building plan to the Building
Department/ Division of the Local Authority; Application for earthworks plan and road
drainage plan together to the Engineering Department/ Division. The OSC Secretariat shall
also distribute all three applications to the relevant technical departments for view and
comment. For land development applicate technical departments/agencies referred to area:
State Town and Country Planning Department; Department of Valuation and Property
(JPPH); Planning Department of Local Authority; Department of Agriculture; and other
related technical departments/agencies. Technical Departments/agencies referred to for
application of Planning Permissions are as below: State Town and Country Planning
Department; state Land and Mines Department/District Land Office; Public Works
Department; Department of Drainage and Irrigation; Tenaga Nasional Berhad; Department of
Environment; Department of Sewerage Services; Department of Fire and Rescue Services;
Water Supply Corporation; Internal technical departments (Landscape Department,
Department of Engineering, Department of Health and Building Department; and Other
related technical departments/agencies. For submission of building plans, the technical
departments/agencies that shall be referred to are as below: Department of Fire and Rescue
Services; Water Supply Corporation; Department of Sewerage Services; Tenaga Nasional
Berhad; Internal technical departments (Department of Planning, Landscape Department,
Department of Engineering, Department of Health); and Other related technical
departments/agencies For earthwork plan, the technical department/agencies referred to are as
below: Public Works Department; Land Office; Department of Drainage and Irrigation;
Planning Department of Local Authority; and Other related technical departments/agencies.
For road and drainage plan, the technical department/agencies referred to are as below: Public
Works Department, Department of Drainage and Irrigation; and Planning Department of
Local Authority; and Other related technical departments/agencies. Application for Street
Lighting will be processed internally by the Engineering Department of Local Authority.

Step 3
Processing Land Development by the Land Office. For simultaneous application for
conversion and subdivision under, the process and procedure shall be as follows: Receive
application from OSC Secretariat; Receive payment or prove of payment; Examine Form 7D,
pre-computation plan, letter of consent from other land owners, Examine status of land
(caveat, land restrictions, expressed conditions, and others); Register application in the
ownership document; Prepare land report; Make preliminary charting; and Land
Administrator prepares comments to the Director of Town Planning of the Local Authority,
and make copies to OSC Secretariat by fax, post, email or by hand. For the application for
surrender and re-alienation under, the process and procedure shall be as follows: Receive
application from OSC Secretariat: Receive payment of prove of payment; pre-computation
plan that shows the details of units to be re-alienated, letter of consent from other land owners
Examine land status (caveat, conditions of the land, expressed conditions, courts decision and
others); Register receipt of application in the ownership document; Prepare land report; Make
preliminary charting; and Prepare comments to Director of Town Planning of the Local
Authority and make copies to OSC Secretariat by fax, post email or by hand. Processing of
Planning Permission Application by the Department of Town Planning Local Authority. For
application of Planning Permission, the process and procedure shall be as follows: Receive
application letter from the One Stop Centre Secretariat and open file; Check application fee;
Check documents as in the detail checklist Refer to Development Plans and Planning
Guidelines; Check content of Development Proposal Report prepared according to the
Development Proposal Report prepared according to the Development Proposal Report
Manual JPBD. Receive comments from technical departments/agencies and coordinate the
conditions and comments; Prepare written directions to the applicant and ensures all
requirements are complied with, within 7 days (or extended period granted); and Prepare
recommendation paper to the One Stop Centre Secretariat. Processing of Building Plan
Application by the Department of Town Planning Local Authority. For the building plan
approval, the officer in the Building Department shall undertake the following process and
procedure:- Receive application letter with complete documents from the One Stop Centre
Secretariat and open file; Check fee payment; Check Form A (Schedule II Uniform Building
By Laws 1984); Check the building plan based on detailed checklist. Receive comments from
technical departments/agencies and coordinate comments with the agreed layout plan;
Prepare written directions to the applicant and ensures applicant comply with conditions;
Prepare recommendation paper to the One Stop Centre Secretariat. The Director of Building
Department shall table the recommendation paper in the OSC Committee Meeting.
Step 4
Complied and Coordinates Recommendation Papers. The One Stop Centre Secretariat shall:
compile and coordinate all recommendation papers; issue letter of calling for meeting
attached with meeting agenda to all members of the OSC Committee; and distribute
recommendation papers. Should a technical department/agency not able to provide comments
within the stipulated time without a valid reason, the One Stop Centre Committee shall
proceed to consider the application and make decision. For applications that had submitted

the pre-computation plan at the early stage, any differences noted between the precomputation plan and the layout plan, the OSC Secretariat will have to inform the applicant
to make the necessary amendments.

Step 5
One Stop Centre Committee Meeting. The OSC Committee Meeting shall undertake to
consider and make decisions on the applications for: planning permission; building plans;
earthworks plans and road and drainage plans. The committee shall make recommendations
for: pre-computation plan; application for simultaneous subdivision and conversion under
section in accordance with subparagraph NLC or application for surrender and re-alienation
in. The decision of the planning permission in the OSC Committee Meeting shall be issued
through; Form C1, Schedule I Development Control (General) Rules, 1986 - Award Planning
Permission to Applicant; and Form B, Schedule IV Development Control (General) Rules,
1986 - Notice to Person who Object the Planning Permission; or Form C2, Schedule I
Development Control (General) Rules, 1986 - Reject to grant planning permission. These
documents shall be signed by YDP or empowerment to the Director of Planning Department
Local Authority.
Step 6
Preparation of Notification of Planning Approval to Land Administrator. The OSC Secretariat
shall prepare the necessary documents to be submitted to the Land Administrator: Approved
documents (layout and pre-computation plans that had been signed); Form C1, Schedule I
Development Control (General Rules), 1986 - planning permission approval; letter of
confirmation of approval.
Step 7
Prepare Recommendation Paper to the State Executive Council (EXCO). The Land
Administrator shall prepare a recommendation paper to the State Director of
Lands and Mines to be tabled at the meeting of the State Executive Council for
decision. The State Director for Lands and Mines shall inform the State's decision
to the Land Administrator and make copy of the decision to the One Stop Centre
Secretariat.

Step 8
The Land Administrator informs the Applicant of the Decision on the Land Development
Application. Under section 124A, the Land Administrator shall inform the applicant of the
following:- the subdivision that has been approved; for every subdivision, the category,
conditions and expressed conditions (if applicable) as directed by the State Authority;
additional premium rate and quit rent for every subdivision as well as other payments that
need to be made; the period for the payment of additional premium, quit rent and others; and
other conditions of approval as imposed by the State Authority. As the same time, the Land
Administrator need to present the notice in Form 7G requesting the applicant to make the
necessary payments within the stipulated time as follows:- Surveying fees if the survey is to
be done by the Department of Land Survey; and Payment for the preparation and registration
of the Qualified Title for every lot in the subdivision. For section 204D, the Land
Administrator shall inform the applicant of the following:- The terms of the approval for each

unit that shall be re-alienated; The additional premium and tax rates for each unit that shall be
re-alienated; Period of payment of the additional premium, tax and other payments that is
charged; and the amount of premium in Form 5A in relation with each unit. The survey
charges shall not be included in Form 5A if the survey is to be undertaken by a licensed
surveyor and the Land Administrator has been given the assurance by the Board of
Surveyors.
Step 9
Prepare Decision Paper for Acknowledgement to the Full Council. The OSC secretariat shall
prepare decision paper of the One Stop Centre Committee to be acknowledged at the Full
Council Meeting of the Local Authority.
Step 10
Inform the Approval to the Applicant. The One Stop Centre secretariat shall: collect the
approved documents signed by the YDP or through empowerment to the Director of
Planning, Director of Building and Director of Engineering. Inform the applicant the on the
decision of the application enclosing the approved layout plan, building plan and other related
plans. The total time frame for the processing of simultaneous application is suggested as 92
days (3 months and 2 days). If the application falls within an area with the gazetted local
plan, the normal time to process shall be 67 days (2 months and 7 days).
