RFI Submission Process


The Department intends to use the information provided in response to this RFI in designing an
appropriate procurement framework and finalising any regulatory amendments that may be appropriate.
Accordingly, the Department urges every Respondent who anticipates submitting a Bid Response in
the Gas to Power Programme to provide the Department with a RFI Response for each and every
proposed Project that it shall submit for participation in the Gas to Power Programme. All information
submitted will assist in the planning of the location(s), infrastructure, the Distribution System and/or
Transmission System and other relevant infrastructure necessary to support the Gas to Power
Programme and associated GSAs. The Department, in its sole discretion, anticipates engaging with
some Respondents who have submitted a RFI Response to discuss their Project with a view to seeking
clarity in relation to information contained in the RFI Response.
Registration Responses must be submitted to the Department in the manner indicated in the RFI, by
14H00 on Monday 20 July 2015, but may be submitted, during office hours, at any time before this.
Accessing the RFI document
In order to access the RFI, prospective Bidders are requested to register on the gas website
(www.ipp-gas.co.za) by pressing the Register button on the homepage. Once registered, prospective
Bidders are requested to log onto the website and access the RFI document under the Documentation
tab. Access to the RFI document is free of charge.
Submission of Registration Responses
Prospective Bidders are required to submit their Registration Responses in accordance with the RFI
requirements, including the details requested in Form 1 which is annexed to the RFI. In order to facilitate
the preparation of the Registration Response, the Department has created a web form template of Form
1 (Response Form). All prospective Bidders are required to access and complete a Response Form for
each project which can be found under the RFI tab and by pressing the Create New Response Form
button. Prospective Bidders should complete all the sections of the Response Form. Any part of the
Response Form which is not applicable to an individual project should be clearly indicated as Not
Applicable.
Provided that all the mandatory fields on the page have been completed, each page of the Response
Form can be saved by pressing the Save button at the bottom of each page of the Response Form.

Furthermore, provided that the Response Form has not been submitted, it may also be edited prior to
the cut-off date for the submission of Registration Responses using the Edit button under the RFI
Actions menu, for that particular submission.
A completed Response Form may also be downloaded in Portable Document Format (PDF) format in
order to check the details prior to submission by using the RFI Actions menu.
Once the Response Form has been completed the prospective Bidder is able to submit its Registration
Response for the project by pressing the Submit RFI button under the RFI Actions menu. This should
only be done once the Response Form is in a final form and is ready for submission to the Department.
Once the document has been submitted on the website it cannot be amended.
Once a Response Form has been submitted it must be downloaded in PDF format, printed and
submitted as part of the hard and soft copy Registration Response. There is no facility to upload
attachments into the website, accordingly all necessary supporting documents must be included in the
hard and soft copy Registration Response.
A separate Registration Response should be submitted for each proposed Project. Multiple projects
can be submitted by clicking on the Create another Response Form button under the RFI tab.
