The Kingdom of Jordan would like to set the agenda in the following order : Reforming Peacekeeping to Strengthen Post-Conflict Stabilization Efforts ; Strengthening the Protection Mandates of Peacekeeping Operations ; Cooperation and Capacity Building within Regional Arrangements. The Kingdom of Jordan would like to reaffirm before the C-34 Committee Plenary his willingness to work on such issues which are some of the recent global greatest challenges and competing values, reaffirming its attachment to the Article 24 of the Charter of the United Nations which confers on the Security Council primary responsibility for the maintenance of international peace and securit y.

I Reforming Peacekeeping to Strenghten Post-Conflict Stabilization Efforts The purpose of a peacekeeping operation is to deliver security and early peacebuilding support in order to generate in a country which just suffered from war, the conditions for a lasting peace. However, regarding what happened to UN operations in Somalia or in the former Yugoslavia during the 1990's, the genocide in Rwanda in 1994 or the constant need of money, material and facilities to make the operations possible have suscited the question of the efficiency of peacekeeping operations as the best means to maintain peace all over the world. That is why reforms have already been implemented such as the Brahimi Panel Report for example, which was written in 2000 and which wanted a renewed political commitment on the part of Member States, a significant institutional change and an increased financial support. But against the background of social unrest, of political imbalance and because of the strengthening affirmation of islamism in the Middle East, notably with the catastrophic situation in Syria and, finally, in the light of its history, the Kingdom of Jordan would like to affirm its intention to make everything possible in order to preserve and to maintain peace, especially in its region. Thus, Jordan agrees on the need of reforming Peacekeeping in order to gain in efficiency on the field and then to insure a more fluent transition for the countries who are facing the challenges of Post-Conflict Stabilization.

II Cooperation and Capacity Building within Regional Arrangements Numerous factors can influence the way peacekeeping operations can be led, such as intern conflicts, the non-cooperation between the two belligerents, the non-respect of law and order which brings to the collapse of the State, the general banditry because of an easier access to weapons and the pain of civilians in such conflicts, with the exodus of people who become refugees. That is why in a context of Peacekeeping Operation, the most significant issues are the protection of civilians, the construction of facilities and the contribution to an efficient political framework. It could be embodied through building priorities with national and international organizations, through the implementation of peacebuilding projects, by

extending and preserving political structures or by delivering a logistical support in order to help countries to better organize their reconstruction. Therefore, given the context which has taken place in Africa or in the Middle East, the Kingdom of Jordan, always willing to guarantee peace and pacific relationships not only with its neighbours but also beyond all borders, affirms its will to contribute to the organization of cooperations within regional arrangements in order to maintain peace. A regional regulation or management of the conflict and the post-conflict situations could be a mean to legitimate the undertaken actions to the eyes of the population. These actions would also be more appropriate for the people or the belligerents because the actions or the mandates would be led by countries or associations which are the most able to understand the conflict, the populations, the culture and, therefore, which are the more competent.

III Strenghtening the Protection Mandates of Peacekeeping Operations Peacekeeping operations are decided and deployed through mandates from the United Nations Security Council. But according to the Brahimi Panel Report, mandates must be clear and realistic in order to be more effective. Indeed, the evolutions in the way wars are led or the new threats for international security oblige the mandates to to be more diversified in order to bring accurate answers. Besides the implementation of a democratic political system, the affirmation of human rights, the contribution to the agreements of peace, the will to limitate the conflict within the region, operations for non-proliferation of weapons, mandates should leave a greater place to regional cooperation. Strenghtening the Protection Mandates of Peacekeeping Operations could also lead to the debate of the status from peacekeepers. The delegation of Jordan condamned the attacks who are perpetuated against peacekeepers. She also would like to debate on the legitimacy of the fact that peacekeeper cannot act without the order or without being attack. Tragedies like the Rwanda genocide could have been limited if the UN forces could have been able to react. Such a rigidity in the protocole can restrain the action of peacekeepers and the efficiency of Peacekeeping Operations.
