The third and final phase of
the renovation of Patty Bowker
Park is moving forward, and the
end of what will have been a six-
year project is in sight.
At a township workshop meet-
ing on June 10, the committee ap-
proved specifications and author-
ized the solicitation of bids to fin-
ish the project that began in 2007.
Township administrator Doug
Cramer attributed the sluggish-
ness of the project to the fact that
the township has exclusively used
grant money to complete the ren-
ovations. There have been three
grant periods staggered over the
six years since the project began.
The township received $250,000 in
grant money from the state and
county.
The project began because pre-
vious playground equipment at
both Patty Bowker Park and
Pricketts Mill Park was unable to
meet new fall zone requirements
and concerns over treated lum-
ber, making it impossible to con-
tinue using the wooden structure.
New accessibility requirements
from the Americans with Disabil-
ities Act also made the changes
for the parks necessary.
The first two phases of the
project focused on adding handi-

Students create
innovative distracted
driving campaign
For the second time in three
years, Lenape Regional High
School District students created
an ambitious and innovative dis-
tracted driving campaign and
drove home as champions from
the third Annual "U Got Brains
Champion Schools Program."
The district won a driving sim-
ulator and a $10,000 grant, which
the district will use to help fund
post graduation events at each of
the four Lenape District schools
giving students a safe place to cel-
ebrate.
According to John Donaldson,
LRHSD director of Television
Services, the nine Lenape District
students who spearheaded the
Heads Up, Eyes Forward! cam-
paign, were elated and a bit ex-
hausted driving home on Friday
evening, June 7.
It was the culmination of an in-
tense campaign of long days,
evenings and weekends that
began last summer and ended
with a "sprint" over the past five
months beginning in January.
Winning the competition is
very exciting because it validates
all of the hard work that our stu-
dents performed on the Heads Up,
Eyes Forward! campaign
throughout the school year, said
Donaldson.
"It was a great opportunity to
grow as an individual, learning
communications and public rela-

"This campaign is so important
because so many people die from
distracted driving in the US.
The public needs to be educat-
ed about how their decisions on
the road affect themselves and
others around them." said Flami-
ni. The Lenape Regional District
was among only six statewide to
enter the competition every year
since its inception in 2011.
In 2011, the contests first year,
the LRHSD team was awarded
one of two grand prizes for their
entry, Stay Alive! Don't Text and
Drive.

Rescue Squad reaches out to
committee to make its job safer

Members of the Tabernacle
Rescue Squad reached out to the
township committee in hopes of
making their job a little easier
and their risk for injuries a lot
less.
First introduced at a workshop
meeting on May 13, the commit-
tee approved specifications and
authorized the solicitation of
bids for a power stretcher and
loading system at the most recent
workshop meeting on June 10.
The Power-LOAD system is a
product of the company Stryker
EMS, a provider of patient trans-
port products.
Their engineering and design
teams focus on continuous inno-
vation globally with the goal of
improving patient safety and re-
ducing injuries among medics
and caregivers.
The system being considered
by the township is designed to re-
duce operator and patient in-
juries.
The device hydraulically lifts
patients weighing up to 700
pounds with the touch of just one
button.
The fastener system lifts and
lowers the cot into and out of the
ambulance, reducing spinal loads
for EMTs and the risk of cumula-
tive trauma injuries.
The lift is designed to improve
operator and patient safety by
supporting the cot throughout
the loading and unloading
process.
A member of the rescue squad
presented the benefits of the sys-
tem at the meeting on May 13.
The biggest one he felt is that,
with this system, any two EMTs
would be able to load any sized
patient into the ambulance.
There are times now when
EMTs report to the scene and
find they are physically unable to
move larger patients by them-
selves and then have to wait for
another team to respond to the
call and help with the transport.
Another benefit is the loading
of the patient into the ambulance
can be much smoother.
Prongs from the lift slide
under the cot and raise the pa-
tient into the vehicle.
With EMTs, the movement is
less fluid and takes more time, as
they need to reposition them-
selves throughout the process to
get the cot loaded.
The loading system takes
about 30 seconds from the patient
being outside to secure in the
back of the ambulance.
The feature the system has
that is most important to the res-
cue squad is the hope that it will
greatly reduce the number of
back injuries.
With less continuous lifting
and the sometimes physically
awkward task of loading stretch-
ers into an ambulance, the idea is
injuries would occur less, lower-
ing workers compensation
claims or medical leaves.
As the committee solicits bids
for the power load system, mem-
bers of the rescue squad are look-
ing forward to days where both
they and their patients can oper-
ate more safely.

f the only exposure you had to
New Jersey was what others said
or wrote about it, youd think it
was the worst place on the planet.
Scan the Internet just this week, and
youd find these stories:
Our governor called the authors of
a League of Municipalities report on
tax reform corrupt and labeled the
groups leader as a whiner.
A Little League coach in Newark
plead guilty in court to assaulting an
umpire because he wouldnt call a
game due to darkness.
A new report says that the Garden
State is the most expensive state to get
your car repaired.
A great white shark circled a boat
off the coast (not that this has much to
do with Jersey).
The greater public perception of
New Jersey is that it is a crowded, ex-
pensive state full of loud, obnoxious
people (thanks Real Housewives and
Jersey Shore) who think they are
better than everyone else (well, arent
we?). Our governor fits that mold per-
fectly, even as he is being mentioned as
a potential candidate for president of
the United States when the next elec-
tion comes around.
Heck, of the three professional
sports teams that are located in the
state, only one (the Devils) are
proud enough to label themselves
from New Jersey. The other two (the
Giants and Jets) act like theyre from
New York.
So why does anyone still live here?
Why are we doing this to ourselves?
Because, for those of us who live
here, who grew up here and are rais-
ing families here, we know the good-
ness that is here in New Jersey, even if
we recognize the bad. We love our
beaches, our mountains and our easy
access to major cities. We are proud of
our small, quaint towns, our history
and our top-notch schools, even if we
pay exorbitant prices to be here.
We are New Jersey, and well always
be New Jersey.
And we dont care what you think.

Study shows county as having lowest tax burden in region
With the county budget $43.6 million less
than it was in 2008 and the combined coun-
ty property tax levy down $25.2 million
since 2009, the Pew Charitable Trust credit-
ed Burlington County with having the low-
est comparable, residential tax burden in
the Philadelphia region in a study last year.
Recently, the Burlington County Free-
holders introduced a budget plan aimed at
earning that distinction again by reducing
the total taxes needed to run all county gov-
ernment programs by $7.7 million while
cutting the general operating budget by
more than $15 million.
The move is expected to continue a posi-
tive trend that has seen the county share of
an average residents total tax bill steadily
drop from 19 percent in 2007 to 15.8 percent
last year.
With the fallout from the recession still
impacting so many middle-class homeown-
ers and job seekers, our goal was to again
do more with less. We set out to continue
providing property tax relief, while protect-
ing programs and services our residents
value, said Freeholder Director Joe Don-
nelly, who first took office in 2008.
Facing county tax ratables (property val-
ues) that plummeted another $1.9 billion,
resulting in a general revenue loss of $7.6
million, the freeholders analyzed the three
budgets of county government that each
operate off a separate and distinct dedicat-
ed tax general operations, the library sys-
tem, and the open space and historic
preservation programs in an effort ease
the overall burden on property taxpayers.
We came to the conclusion that given
the $48 million already banked in our land
preservation fund, the 4-cent open space tax
could be safely reduced to 1.5 cents without
any negative impact on our efforts to save
land, maintain our parks, or continue oper-
ation of our popular municipal recreation
grant program, Donnelly said.
Donnelly reported that the overall coun-
ty property tax rate will remain un-
changed. That will be accomplished via a
decrease in the dedicated Open Space tax of
2.5 cents that will offset a corresponding in-
crease in the tax rate for the regular operat-
ing budget. The Burlington County library
system tax rate will remain flat for this
year.
Donnelly said that he was confident that
the dedicated open space fund would not
only cover existing programs, but also was
healthy enough to fund three major initia-
tives: the planned Underground Railroad
Museum at Historic Smithville Park; the
conversion of Mount Holly Library into the
countys first general history museum; and
the recent partnership with the state, West-
ampton Township and other organizations
to keep Rancocas Nature Center in opera-
tion.
Regardless, we remain committed to
employing every fiscally responsible tool
available to protect our property taxpayers
and keep more of their own money where
it belongs in their own pockets, Donnelly
said.

the existing paths around the
fields. The baseball fields with
lighting have completed paths on
the first base side as well as con-
nections to Germain Road, which
is used to access the fields.
With the specifications for
phase three now approved, the
committee will begin to solicit
bids. Two different contractors
completed phase one and phase
two of the project. Cramer was
unsure who would be finishing
the project but said it may be
some of the companies the town-
ship has used previously for this
and other construction endeav-
ors.
The third phase will ensure
that handicap accessible paths
connect all the athletic fields to
the concession stand and rest-
rooms as well as parking areas.
Currently, there are paths around
all the fields but they do not con-
nect.
In addition to the path comple-
tion, the bleachers will be made
handicap accessible as well.
Currently, there is a concrete
pad separated from the other seat-
ing that those in wheelchairs
have had to use.
Once we have the bleachers
completed, the seating will be ac-
cessible for all, Cramer said.
Families wont have to be sepa-
rated due to accessibility issues.

Two local colleges partner in
guaranteed admission program
Burlington County College and
The Richard Stockton College of
New Jersey recently signed a
Guaranteed Admission Program
agreement for their latest green
degrees.
Last fall, both colleges
launched degree programs. The
agreement, signed at Stocktons
Board of Trustees meeting in Feb-
ruary, will allow BCC students
studying sustainability to seam-
lessly transfer into Stocktons pro-
gram after earning their associ-
ates degree.
Students who meet the neces-
sary requirements for the degree
program will enter into Stockton
College with junior status and be
able to graduate with a bachelors
degree within two years.
BCC is the first two-year college
in the tri-county area to offer com-
prehensive green associates de-
gree programs. With support from
a NASA grant, BCC created the
