Coal makes an essential contribution to worldwide energy requirements and is vital for energy security in many countries. Coal is currently the fastest growing energy source and will remain one of the most important energy resources for many years to come. Despite its reputation, the advancement of clean coal technologies enable its sustained employment whilst meeting increasingly stringent legislation brought in to tackle global climate change. Improvements in energy efficiency go hand-in-hand with pollutant control technologies (PCTs) to meet targets for emissions reductions. This is driving the development of materials to enable increased temperatures and pressures for supercritical and ultra-supercritical steam conditions to improve power plant cycle efficiencies. It is also leading to the need for more fully integrated and optimised new build plants. Currently the development and demonstration of carbon reduction technologies cover the three options of pre-combustion, during-combustion and post-combustion. Various methods are being used for the removal of carbon from the fuel prior to combustion, the combustion of fuels in pure oxygen rather than air and the removal of CO2 from the flue gases post-combustion. The selection of appropriate technologies depends on each particular application and some lend themselves to retrofit applications whereas others may be only appropriate for consideration in new build projects. Carbon capture and storage is seen to be the route to clean coal generation for the future. Mott MacDonald understands the importance of utilising technologies that are commercially viable for todays power projects and also the need for the development of new technologies that will be required for the future. Coal is an excellent energy resource in terms of its stability of supply and its economic competitiveness, however coal quality and transportation issues are fundamental considerations for coal generation projects. Mott MacDonald can provide advisory services for coal projects from coal sourcing, transportation and handling, right through to utilisation and disposal of the ash products. Mott MacDonalds broad project experience includes a wide range of coal types and qualities including lignite, sub-bituminous, bituminous, anthracite, coal slurries and the co-firing of biomass and other fuels. We have experience with a wide range of combustion technologies applicable for differing coal qualities, which include circulating fluidised bed, grate and down-shot fired boilers in addition to conventional boilers. Our skills cover all aspects of coal fired project technology and we offer project management and technical skills from development through to operation in all key engineering disciplines such as process, structural, civil, mechanical, electrical, control and instrumentation. Our roles for clients include owners engineer, assisting with technical, commercial and environmental aspects of project development, supporting lenders in assessing project investments and creating designs for civil works and mechanical and electrical plant. Our technical expertise includes the latest advanced coal fired power plants, integrated gasification and the full range of combustion technologies. We are also highly skilled in associated clean-up equipment such as flue gas desulphurisation (FGD), selective catalytic and selective non-catalytic reduction (SCR and SNCR) and the developing market for carbon capture. We are equally familiar with electricity-only projects and dual purpose plants using heat for process or district heat application. We work with our clients to develop the optimum implementation strategy to manage risk, cost and supplier commitment for each project. These include engineer, procure and construction (EPC), engineering procurement construction management (EPCM) or multicontract approaches. We can also assist in developing power purchase agreements, fuel supply agreements and maintenance support agreements.

We undertook a due diligence review and construction monitoring for Paiton Power Station Phase 1, Indonesia.

In response to the need to support pollutant emissions reduction strategies for both the power industry and other energy intensive processes, Mott MacDonald has developed a full technical, commercial and environmental capability in pollution control technologies, including carbon capture and storage and other pollutants clean-up systems. Some key examples include: Paiton 3, Indonesia Mott MacDonald is lenders technical advisor for this 1 x 815MW supercritical coal fired power plant. Paiton 3 independent power project (IPP) is the final project to be developed within the 4000MW capacity originally conceived for the Paiton Complex and is being undertaken as an extension to Paiton Energys existing Paiton phase I project. We have undertaken a pre-financial close technical due diligence to include design review, contract analysis, market study, review of techno-economic assumptions, environmental and social review, project cost and liquidated damage analysis, plus air dispersion modelling. We will progress to monitor the construction, commissioning and operational phases of the project.

Kien Luong, Vietnam Mott MacDonald is currently providing technical advisory services for this 1200MW coal fired power project, which is the largest of its kind in Vietnam and the first IPP to be taken forward by a private developer, Tan Tao Energy. The project is also strongly supported by International Power. We will assist in the selection of an EPC contractor and subsequent contract negotiation. We will then undertake a design review of the project, oversee the construction, commissioning and performance testing and provide monitoring services through the operational warranty period phase.

Jorf Lasfar, Morocco This project covers the continuing monitoring of the operation phase of the four nominal 348MW coal fired steam units on behalf of the lending banks. Involvement in the project commenced in the pre-financial close phase and continued during the construction phase of units 3 and 4 and operational monitoring. Power Plant bid assistance, Thailand We provided technical advisory services during the bidding phase for the development of an 800MW supercritical coal fired power plant. Services included the development of capital and operating costs for the complete power plant including the associated infrastructure requirements such as the jetty, coal handling plant, substation and other related plant items. Our work focused on providing the key technical support to allow the bidder to construct a competitive tariff to bid into the Thai IPP market. Itaqui and Pecem, Brazil We are currently providing technical advisory services for 1 x 360MW and 2 x 360MW pulverised coal fired sub-critical power plants. The steam turbines are being designed and built under licence in China and the boilers are being designed in India and built in China, Korea and Vietnam. We have recently conducted factory and design office visits to China. Works inspections and QA audits together with QA audits and technical support during construction and commissioning are also part of our scope. Kingsnorth Power Station development support, UK On behalf of E.ON we provided development support services for two new 800MW supercritical pulverised coal fired units adjacent to the existing Kingsnorth Power Station. Initial services include a number of workshops to determine project definition, followed by site flood studies, interfacing studies, material handling, ground investigations and tender designs for civil works. Cirebon independent power project (IPP), Indonesia Mott MacDonald is lenders technical adviser for this 1 x 660MW supercritical coal fired power plant, the first of a new phase of Indonesian IPPs to be implemented under a revised power purchase agreement (PPA). We have undertaken a pre-financial close technical due diligence to include design review, contract analysis, market study, review of techno-economic assumptions, environmental and social review, project cost and liquidated damage analysis, plus a review of fuel supply logistics and security. Mott MacDonald will progress to monitor the construction, commissioning and operational phases of the project. Safi project, Morocco Mott MacDonald is providing technical advisory services to EDF in the pre-bid phase of a 2 x 660MWe ultra-supercritical pulverised coal fired power plant. We are involved in an overall review of the project and preparation of technical specifications for the power plant. Our services also include a review of the Chinese EPC contractors power plant design together with assistance for the drafting and negotiation of the EPC contract and elaboration of the final bid proposal to the Office National de lElectricit (ONE) of Morocco. Borsod Power Plant, Hungary We developed a conceptual plan for the redevelopment of old coal fired units to a 2 x 165MWe (gross) coal fired power plant, incorporating circulating fluidised bed (CFB) boilers and steam turbine generators. A blend of imported black coal and local brown coal will be fired, primarily delivered by rail, with limestone injection for SO2 control. There is a capability to burn a proportion of biomass (wood chips).
