Functions of Philippine Government Agencies
The Bureau of Internal Revenue is mandated by law to assess and collect all national internal revenue taxes, fees and charges, and to enforce all forfeitures, penalties and fines connected therewith, including the execution of judgments in all cases decided in its favor by the Court of Tax Appeals and the ordinary courts.
Commission on Human Rights 1. Investigate, on its own or on complaint by any party, all forms of human rights violations involving civil and political rights. 2. Provide appropriate legal measures for the protection of human rights of all persons within the Philippines, as well as Filipinos residing abroad, and provide for preventive measures and legal aid services to the under-privileged whose human rights have been violated or need protection. 3. Grant immunity from prosecution to any person whose testimony or whose possession of documents or other evidence is necessary or convenient to determine the truth in any investigation conducted by it or under its authority
Commission on Higher Education 1. Rationalize programs and institutions of higher learning and set standards, policies and guidelines for the creation of new ones as well as the conversion or elevation of schools to institutions of higher learning, subject to budgetary limitations and the number of institutions of higher learning in the province or region where creation, conversion or elevation is sought to be made 2. Set minimum standards for programs and institutions of higher learning recommended by panels of experts in the field and subject to public hearing, and enforced the same 3. Monitor and evaluate the performance of programs and institutions of higher learning for appropriate incentives as well as the imposition of sanctions such as, but not limited to, diminution or withdrawal of subsidy, recommendation on the downgrading or withdrawal of accreditation, program termination or school course
Commission on Audit 1. The Commission on Audit shall have the power, authority, and duty to examine, audit, and settle all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds and property, owned or held in trust by, or pertaining to, the Government, or any of its subdivisions, agencies, or instrumentalities, including government-owned or controlled corporations with original charters 2. The Commission shall have exclusive authority, subject to the limitations in this Article, to define the scope of its audit and examination, establish the techniques and methods required therefor, and promulgate accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant, or unconscionable expenditures or uses of government funds and properties.
Commission on Elections 1. Enforce and administer all laws and regulations relative to the conduct of an election, plebiscite, initiative, referendum, and recall 2. Exercise exclusive original jurisdiction over all contests relating to the elections, returns, and qualifications of all elective regional, provincial, and city officials, and appellate jurisdiction over all contests involving elective municipal officials decided by trial courts of general jurisdiction, or involving elective barangay officials decided by trial courts of limited jurisdiction. 3. Decide, except those involving the right to vote, all questions affecting elections, including determination of the number and location of polling places, appointment of election officials and inspectors, and registration of voters.
National Police Commission 1. Exercise administrative control and operational supervision over the Philippine National Police (PNP) 2. Advise the President on all matters involving police functions and administration 3. Render to the President and to Congress an annual report of its activities and accomplishments during the thirty (30) days after the end of the calendar year, which shall include an appraisal of the conditions obtaining in the organization and administration of police agencies in the municipalities, cities and provinces throughout the country, and recommendations for appropriate remedial legislations.
Civil Service Commission 1. Administer and enforce the constitutional and statutory provisions on the merit system for all levels and ranks in the Civil Service 2. Control, supervise and coordinate Civil Service examinations. 3. Formulate policies and regulations for the administration, maintenance and implementation of position classification and compensation and set standards for the establishment, allocation and reallocation of pay scales, classes and positions 4. Inspect and audit the personnel actions and programs of the departments, agencies, bureaus, offices, local government including government-owned or controlled corporations; conduct periodic review of the decisions and actions of offices or officials to whom authority has been delegated by the Commission as well as the conduct of the officials and the employees in these offices and apply appropriate sanctions whenever necessary.
National Commission for Culture and the Arts 1. Formulate policies for the development of culture and the arts 2. To coordinate & implement the overall policies and program of attached agencies on the development of culture and arts as stated under Executive Order No. 80 3. Administer the National Endowment Fund for Culture and the Arts 4. Encourage artistic creation within a climate of artistic freedom 5. Develop and promote the Filipino national culture and arts; and 6. Preserve Filipino cultural heritage
National Commission on Indigenous People 1. To serve as the primary government agency through which ICCs/IPs can seek government assistance and as the medium, through which such assistance be extended 2. To review and assess the conditions of ICCs/IPs including existing laws and ideas pertinent thereto and to propose relevant laws and policies to address role in national development 3. To negotiate for funds and to accept grants, donations, gifts and/or properties in whatever form and from whatever source, local and international, subject to the approval of the President of the Philippines, for the benefit of ICCs/IPs and administer the same in accordance with the terms thereof or in the absence of any condition, in such manner consistent with the interest of ICCs/IPs as well as existing laws
National Commission on the Role of Filipino Women 1. Institute the gender responsiveness of national development plans and coordinate the preparation, assessment and updating of the National Plan for Women, ensure its implementation and monitor the performance of government agencies in the implementation of the Plan at all levels. 2. Undertake continuing advocacy to promote economic, social and political empowerment of women and provide technical assistance in the setting-up and strengthening of mechanisms on gender mainstreaming. 3. Ensure that the gains achieved by Filipino women due to Philippine culture and tradition shall be preserved and enhanced in the process of modernization.
The National Economic and Development Authority (NEDA), as mandated by the Philippine Constitution, is the country's independent economic development and planning agency. It is headed by the President as chairman of the NEDA board, with the Secretary of Socio-Economic Planning, concurrently NEDA Director-General, as vice-chairman. All Cabinet members, as well as the Central Bank Governor, are members of the NEDA Board.

Professional Regulation Commission 1. Quasi-Judicial: Investigates cases against erring examinees and professionals. Its decisions have the force and effect of the decisions of a court of law, with the same level of authority as a Regional Trial Court. After the lapse of the period within which to file an appeal, Commission decisions become final and executory 2. Quasi-Legislative: Formulates rules and policies on professional regulation. When published in the official gazette, these rules have the force and effect of law 3. Executive: Administer, implements, and enforces the regulatory policies of the national government, including the maintenance of professional and occupational standards and ethics and the enforcement of the rules and regulations relative thereto
Social Security System Declaration of Policy "It is the policy of the State to establish, develop, promote and perfect a sound and viable tax-exempt social security system suitable to the needs of the people throughout the Philippines which shall promote social justice and provide meaningful protection to members and their families against the hazards of disability, sickness, maternity, old age, death and other contingencies resulting in loss of income or financial burden. Toward this end, the State shall endeavor to extend social security protection to workers and their beneficiaries." (Section 2, RA 8282)
Government Service Insurance System 1. to maintain a provident fund, which consists of contributions made by both the GSIS and its officials and employees and their earnings, for the payment of benefits to such officials and employees or their heirs under such terms and conditions as it may prescribe. 2. to design and implement programs that will promote and mobilize savings and provide additional resources for social security expansion and at the same time afford individual members appropriate returns on their savings/investments. The programs shall be so designed as to spur socio-economic take-off and maintain continued growth. 3. to be able to float proper instrument to liquefy long-term maturity by pooling funds for short-term secondary market
Office of the Ombudsman The Ombudsman and his deputies, as protectors of the people shall act promptly on complaints filed in any form or manner against officers or employees of the Government, or of any subdivision, agency or instrumentality thereof, including government-owned or controlled corporations, and enforce their administrative, civil and criminal liability in every case where the evidence warrants in order to promote efficient service by the Government to the people (Section 13, R.A. No. 6770; see also Section 12 Article XI of the 1987 Constitution). The Ombudsman shall give priority to complaints filed against high ranking government officials and/or those occupying supervisory positions, complaints involving grave offenses as well
as complaints involving large sums of money and/or properties (Sec. 15, R.A. No. 6770).
Philippine Drug Enforcement Agency 1. Take charge and have custody of all dangerous drugs and/or controlled precursors and essential chemicals seized, confiscated or surrendered to any national, provincial or local law enforcement agency 2. Prepare for prosecution or cause the filing of appropriate criminal and civil cases for violation of all laws on dangerous drugs, controlled precursors and essential chemicals, and other similar controlled substances 3. Establish and maintain a national drug intelligence system in cooperation with law enforcement agencies, other government agencies/offices and local government units that will assist in the apprehension of big-time drug lords
Bureau of Immigration 1. Act as the primary enforcement arm of the Department of Justice and the President of the Philippines in ensuring that all foreigners within its territorial jurisdiction comply with existing laws 2. Assist local and international law enforcement agencies in securing the tranquility of the state against foreigners whose presence or stay may be deemed threats to national security, public safety, public morals and public health 3. Act as chief repository of all immigration records pertaining to entry, temporary sojourn, admission, residence and departure of all foreigners in the country
Technical Education and Skills Development Authority The TESDA is the government agency tasked to manage and supervise technical education and skills development (TESD) in the Philippines. It was created by virtue of Republic Act 7796, otherwise known as the Technical Education and Skills Development Act of 1994. The said Act integrated the functions of the former National Manpower and Youth Council (NMYC), the Bureau of Technical-Vocational Education of the Department of Education, Culture and Sports (BTVE-DECS) and the Office of Apprenticeship of the Department of Labor and Employment (DOLE).
Philippine Overseas Employment Administration Industry Regulation Issues license to engage in overseas recruitment and manning to private recruitment agencies and ship manning companies Hears and arbitrates complaints and cases filed against recruitment and manning agencies, foreign principals and employers, and overseas workers for reported violation of POEA rules and regulations, except for money claims Employment Facilitation Accredits/ registers foreign principals and employers hiring Filipino workers Approves manpower requests of foreign principals and employers Workers Protection Conducts pre-employment orientation and anti-illegal recruitment seminars nationwide
Land Transportation Franchising and Regulatory Board 1. To prescribe and regulate routes of service, economically viable capacities and zones or areas of operation of public land transportation services provided by motorized vehicles in accordance with the public land transportation development plans and programs approved by the Department of Transportation and Communications 2. To issue, amend, revise, suspend or cancel Certificates of Public Convenience or permits authorizing the operation of public land transportation services provided by motorized vehicles, and to prescribe the appropriate terms and conditions therefore; 3. To determine, prescribe and approve and periodically review and adjust, reasonable fares, rates and other related charges, relative to the operation of public land transportation services provided by motorized vehicles

Bureau of Corrections 1. Safe keep prisoners convicted by courts three (3) years and one (1) day and above to serve sentence in prison. 2. Keep prisoners from committing crimes while in BuCor's custody. 3. Provide inmates basic needs as human being. 4. Ensure rehabilitation programs are made available to the inmates for their physical, intellectual and spiritual development. 5. Develop livelihood programs to assist inmates earn a living and develop their skills while in prison.
Office of the Solicitor General 1. Represent the Government in the Supreme Court and the Court of Appeals in all criminal proceedings; represent the Government and its officers in the Supreme Court, the Court of Appeals, and all other courts or tribunals in all civil actions and special proceedings in which the Government or any officer thereof in his official capacity is a party. 2. Investigate, initiate court action, or in any manner proceed against any person, corporation or firm for the enforcement of any contract, bond, guarantee, mortgage, pledge or other collateral executed in favor of the Government. Where proceedings are to be conducted outside of the Philippines the Solicitor General may employ counsel to assist in the discharge of the aforementioned responsibilities. 3. Represent the Government in all land registration and related
proceedings. Institute actions for the reversion to the Government of lands of the public domain and improvements thereon as well as lands held in violation of the Constitution.
National Labor Relations Commission The National Labor Relations Commission is a quasi-judicial body tasked to promote and maintain industrial peace by resolving labor and management disputes involving both local and overseas workers through compulsory arbitration and alternative modes of dispute resolution. It is attached to the Department of Labor and Employment for program and policy coordination.
National Telecommunications Commission 1. Grant certificates of Public convenience and Necessity/Provisional Authority to install, operate and maintain telecommunications, broadcast and CATV services 2. Grant licenses to install, operate and maintain radio stations 3. Conduct radio communications examination and issue radio operators certificate 4. Enforce applicable domestic and intemational laws, rules and regulations, prosecute violation thereof, and impose appropriate penalties/sanctions 5. Perform such other telecommunications/broadcast-related activities as may be necessary in the interest of public service
