Bangsamoro Organic Law was drafted in order to put an end in the decades-long peace

negotiations between the Moro rebel groups and the Philippine government. This law aims to address
the issue of Moros in Mindanao and their desire of having their own autonomous government that
would give them the economical, political, and cultural privilege. But do Filipinos really understand the
impact of these changes? Along with its potential effect to the nation whether positively or negatively?
This academic paper intents to tackle the pros and cons of BOL to shed some light and knowledge in this
epoch-making document in our nation’s history.
The Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) is
designed to meet the demands and sentiments of the Muslim community in the country. Philippine
government will benefit in this trade in a way that it is supposed to bring peace and end the decades of
war against moro rebels. There are a lot of positive potential effects that may arise in this movement.
Firstly, the BOL will have an independent governance and stable financial funding that would greatly
support the building of infrastructure, roads, and other business establishments in the whole region. The
vast and rich natural resources of Mindanao will be utilized and harnessed for the improvement of the
whole community. Tourism and economy would also benefit a lot, as the fear of terrorism cease, more
tourists are expected to explore the natural hidden beauty of Mindanao, improving the livelihood and
employment of the people. The funding of the region will not be a problem because it is stated in the
BOL that 75% of the national taxes and fees collected in the region will go directly to the Bangsamoro
government. Aside from economic development, BOL also benefits the affected families of Marawi
siege, as their welfare and the speed up of the rehabilitation of the city is included in the priorities of the
Bangsamoro govt., according to the MILF chairman Murad Ebrahim. Aside from the political, cultural,
and economical refinement that BOL brings, another possible asset of it is the return of the Muslims
residing in manila back to their hometown in Mindanao, welcomed by vast opportunities of employment
and better livelihood. Another brightside of BOL is that it redirects the priorities of the national
government regarding its budget allocations. It is important to note that both Department of National
Defense and AFP accumulated P182.22 billion and P180.4 billion national budgets respectively for this
year. And the peace that is promised by the moro rebels would definitely affect budget allocations of
the national government, diverting its budget allocation to other sectors like health service, education,
research, etc. Looking at the downside of it, BOL also carry a lot of threat and risks that may actually
harm not just the region of Mindanao but also the country. Senator Franklin Drilon fought for the anti-
dynasty provision that aims to prevent the BOL governance be corrupted by family dynasties in the
autonomous region. Unfortunately, a lot of lawmakers showed no support to it and eventually rejected
its provision. True enough, political dynasties should be blamed for the high cases of poverty and
corruption in the region for decades already. Another risk that can be seen is the overflowing financial
support that the Bangsamoro government will receive from the National govt. It is stated in the law that
the local govt. will be given a 5-percent annual block grant from the net national internal revenue of the
country aside from the 75% taxes and another P5 billion annually for rehabilitation funds. These
overflowing funds would definitely pose high risks of corruption and depravity. PHILCONSA strongly
objects the passing of the BOL, one of the reasons is that BOL violates the equal protection clause
among other regions, and that it creates an unjustified advantage in a lot of aspects of governance.
Critics also think on how will the Bangsamoro govt. address the issue of integration and co-existence of
non-muslims and indigenous groups in the region. It is a major concern as to how they will convince
these minorities that they are included and protected within their governance.
In conclusion, the BOL does not only address the Islamic community in the country but rather, it
stands vital for nation building and identity. It may be the long-awaited solution for the 30 years of
hunger and deprivation for rights and privileges. Undoubtedly, BOL could be the bearer of light and
peace for the whole country.
