Naga honors JOMAPA


On January 23, 2014, Naga City commemorated the 150th birth anniversary of national hero Jose Maria Panganiban. The City Government did the initiative as a national government agency seemed to have forgotten the momentous event typically accorded to national heroes. On February 1, 2014 is the 151st birth anniversary of JOMAPA. Four major activities were held during the day. At 7:30 in the morning, a Grand Parade started the celebration, passing the route Panganiban Drive to Penafrancia Avenue and unto the Naga Central School I grounds. This was participated in by officials and employees of the 27 city barangays, students from various public and private schools, and those from civic organizations. Marching bands and majorettes from five schools also participated. Some 5,000 people were estimated to have participated and walked through the 1.7

Naga City commemorated the life and heroism of one of the countries finest heroes, Jose Maria Panganiban, last Thursday (Jan. 23). The whole day activity (parade, wreath-laying, exhibit and lecture) was well participated and attended to by students, community and government leaders. One of the editors of La Solidaridad, Jose Maria Panganiban was born in Mambulao (now Jose Panganiban) on February 1, 1863 and spent his secondary education at the Seminario Concillar de Nueva Caceres here in Naga. Lovingly dubbed by his compatriots the Avenger of Filipino Honor or El Vengador del Honor Filipino, this genius, nationalist, scientist and writer died on August 19, 1890 at age 27 of pulmonary tuberculosis in Barcelona, Spain. Naga honors JOMAPA

At about 9:00 oclock, the wreathlaying rites and tribute commenced at the NCS I grounds, where a JOMAPA Monument stood since 1930, constructed by the board officers and members of the Parents Teachers Association (PTA) of the then Naga Elementary School. This was attended too by the Naga City Officials, government officials from the province of Camarines Norte, descendants/relatives of JOMAPA, Department of Education officials, the schools current PTA officials and members, and the common people. During the tribute, a welcome remarks was made by school principal Irma DyCok. This was followed by three messages: from Camarines Norte Provincial Board Member Rodolfo Gache, who represented Governor Edgardo Tallado and read the latters prepared speech; from Naga City Mayor John Bongat; and from Councilor Sarah Marie Aviado, who represented Mayor Ricarte Padilla of the town Jose Panganiban in Camarines Norte. Naga City Councilor Nathan Sergio, chairman of the JOMAPA Commemoration Day, delivered the closing remarks. Sergio informed the public how he chanced upon the rare monument last year, and emphasized its historicity and significance, and likewise the need for its protection and preservation. Sergio thanked all those individuals, institutions and groups who helped, worked and participated in the commemoration. Simple snacks were served to the VIPs and guests at the schools principals office, while the schools choir and rondalla performed to entertain. At 11:00 in the morning, the JOMAPA Exhibit at the

DEADLINES: With the end of January in sight - the governments tax drive is being intensified. Calendar year tax filers have up to April 15, 2014 to finalize their income tax returns supported by audited financial statements. The deadline refers to all individuals, as well as to juridical persons that observe January to December accounting year. (With BIR approval, corporations may adopt a fiscal year different from calendar year). We advise all taxpayers to file correct income tax returns based on previously submitted reports and returns, among them the VAT or Percentage returns for their sales/ revenues and expenses, alpha list of payments to employees and report on year-ending inventories. Have your financial statements ready as early as possible and review the figures if they tally with those from your trade suppliers and buyers (in order to avoid any BIR Letter Notice). ESTIMATE: The tax agency has ready means of calculating whether taxpayers are properly reporting their income and expenses. The BIR Relief System (third party info system) has become a powerful and potent tool in checking the veracity of both purchases and sales. Reports submitted by suppliers and/or buyers are computer-checked at the BIR National Office in comparison with counterpart reports of taxpayers. Since the monthly and quarterly summary reports on Sales and Purchases (in discs) are complete with the TINs of co-transactors, variances are easily detected, TIMELY: We must file income tax returns (or tax information for nonbusiness entities) on time or better yet earlier than the deadline. Late filings are subject to one-time 25% surcharge, plus 20% per annum and compromise penalty. The supporting audited financial statements must be in final form, attested to by BIR-accredited external auditors. (Corporate AFS filed with SEC must be signed by SEC-accredited CPAs).

Kgd. SERGIO Holy Rosary Minor Seminary was opened through a ribbon-cutting ceremony made by Naga City Mayor John Bongat, Mayor Tito Sarion of Daet, and Provincial Board Member Gerardo Quinones of Camarines Norte. This was witnessed by Councilor Sergio, by former City Councilor Badet Roco who represented the Nueva Caceres Heritage Society, an organization tapped by Sergio to help in the JOMAPA event, and by the descendants/relatives of JOMAPA. A brief introduction to the Exhibit was made by historian Professor Danilo Madrid Gerona, from whom most of the exhibit materials came. A few equally important exhibit materials came from the HRMS Museum and from the UNC Museum. Thereafter, tokens of appreciation were given by Mayor Bongat and Councilor Sergio to government officials from Camarines Norte and to JOMAPA descendants/ relatives who were around. Tentative financial statements supporting income tax returns (of juridical entities) filed with the BIR must be finalized in time for the deadline for submission to SEC. All returns filed with BIR may still be amended (subject to surcharge, interest and compromise penalty) provided they have not been covered by any Letter of Authority (from the Regional Office and Letter Notice (from the BIR National Office). MINDANAO PEACE: We must all pray that the completed negotiations for the GRP-MILF accord may come into fruition and end the forty or more years of armed conflict in Mindanao. Firstly the needed legislation must be crafted to secure congressional approval. This may be easy to accomplish since the Philippine president will certify the bill as urgent. (We have yet to read the final agreement so Opinions Unlimited is reserving our comments thereon). President P-Noy expressed fears on the possibility that peace deal spoilers may surface to destroy the negotiated gains. For one the Misuari-led MNLF faction (remember the Zamboanga siege?) and/or other Bangsamoro freedom fighters may have felt bad about the completion of negotiations wherein they had no major part or no part at all. Peace in Mindanao continues to be a dream and we pray it wont turn to be a nightmare! WISDOM: Our Lord chose all of us to be his disciples. Let us be His apostles by spreading his Word.

COA bares duplication of CCT beneficiaries & to solve traffic woes


The Daily Tribune dated Jan. 20, 2014 reported the following excerpt: House Resolution 332 was filed by Gabriela Rep. Emmi de Jesus and signed by thirteen other lawmakers which directs the committee on Poverty Alleviation to conduct inquiries on the Conditional Cash Transfer of the Department of Social Welfare and Development. The 2012 COA report stated that P50.15 million were granted to seven thousand seven hundred eighty two (7,782) families whose names do not match the list of DSWD's list of Validated and Registered Household Beneficiaries of the National Household Targetting Office (NHTO). This may be considered irregular, further resulting in additional cost to the government in the distribution of Conditional Cash Transfers, she said quoting the COA audit report. COA bared that the CCT audit payroll spanning the period of January to August 2012 amounting to P18,683,963,000 had clear duplication of names for 4,443 beneficiaries for grants totaling P17,435,700, plus an additional service charge of P184,140.00. COA in its audit report said the overpayment due to double entries paid to the beneficiaries through cash cards amounted to P3,113,500. Possible overpayments through over the counter transactions amounted to P5,604,350. Sec. Soliman was also quoted as saying that the supposedly 7,782 missing household beneficiaries of the

other things that can also be done to achieve this or in addition to this. Why not utilize the Pasig River to transport people? The government can also buy ferry boats for this matter. When I was riding in a taxi one day in Manila, we were caught in a traffic jam. The driver told us that he was a driver in Singapore and there are no traffic jams like that there. It is because there is a law that limits how many cars a family can own. He said it was two cars per family. Nobody there could buy any kind of vehicle unless he shows proof that he has a garage or carport for his vehicles. Many people areu using the road as their parking place and it obstructs traffic flow. Maybe, the Philippines should have a law like this or similar to this. No matter how many skyways we build, if we keep on buying many vehicles as the population increase, our traffic problem will always be there. When I was a student in Manila, there were Matorco buses, (two storey buses) for leisurely riding along Manila Bay. Henceforth, maybe the government can require two storey buses for public use. More passengers can be accomodated and less space in the road will be used. Well, there are just ideas that may help to minimize our traffic woes which sometimes cause high blood pressure and hot tempers on the road.

Dr. Pancho Mella of Albay Park and Wildlife (APW) releases a pink neck green pigeon, one of the seventeen of the same species confiscated in Legazpi City. The Department of Environment and Natural Resources Bicol and APW have a long-standing agreement in the rescue and rehabilitation of poached rescued wildlife specie. Four pigeons are now in the care of APW for the rehabilitation until they are released the soonest possible time.

The annual census of migratory birds is on. The DENR Bicol through the Protected Areas Wildlife Division (PAWD) started the 2014 Asian Waterbirds Census (AWC) at the Cabusao Critical Habitat in Camarines Sur last January 11, which will cover three weekends.

Regional Executive Director Gilbert Gonzales said the annual census of migratory birds helps in the local monitoring and conservation efforts in relation to global monitoring by ascertaining the trends of migratory cycle. These migratory birds are from various part of the

world, they cover tens of thousands kilometers just to visit our place as part of their migratory cycle, for this reason it is our responsibility to monitor them and provide data for the National Coordinators who in turn will submit the same to the AWC, he explained. Dir. Gonzales disclosed that last year more than eight thousand five hundred waterbirds were monitored in the Cabusao Critical Habitat. The most observed species are the Northern Shoveller, Philippine Duck, Northern Pintail, Pacific Golden Plover and other shorebirds he added. A report from PAWD revealed that taxonomically, the family Anatidae, which comprises the marsh ducks, is the most numerous in number, followed by egret species. This was the result of the recent Nursing Licensure examination held December 2013 at the Professional Regulation Commission (PRC) in Legazpi City. The Supply Officer: Dedication to Ones Work is a Must

MARTINEZ Division Supply Officer DepEd, Iriga City If there is anything that is truly rewarding of my position, I rest in the thought that it has tested my honesty and dedication to my work. . It is no mean thing to be a supply officer for a DepEd division. If it means more than a 24-hour duty, I would like to claim this statement. The position has challenged my whole being as an employee of an educational set-up where taking care of the supplies of the division is left in my hand. My position demands good planning and numerary skills I have developed a methodical approach to work which means keeping an orderly arrangement of things which I think is a very potent factor in keeping supplies in order. If it means coming up with a particular technique of keeping things in order, it is. Personally, I have developed my own technique of storing things. I have also learned to pay attention to details and this is also something I believe is needed in my line of work. My numerous works include preparing purchase orders, receiving orders and issuing goods. I also prepare reports on adjustments to materials spoiled or damaged stocks and changing stock location. My physical presence is demanded when I check supplies and move them against purchase orders. I maintain stock records very accurately as I also receive stock and issue goods. For the good number of years that I had occupied the position, I had grown to be very conscious of time management because I understand pretty well that there are many demands of supplies that should be met on time. Besides, there are paper works to be done like preparing purchase orders and maintaining stock records and preparing inventories, preparing reports on adjustments of change stock and changes in stock location aside from receiving stock and issuing them, and having to coordinate purchases, warehouses and getting rid of obsolete stocks among many others. My work has improved my communication skills and aptitude for working with computer system. Truly, my job is challenging but I am enjoying every minute of it.

I have all the reasons for taking up Nursing in college. It was not just the immaculate white uniform (white dress, white shoes and sox, and a very intriguing white cap) that attracted me to the course. I wanted to be a part of the allied medical profession that is aimed to serve. I could have been a private nurse. Nurse a rich patient privately and get a very handsome pay. Probably, if luckier, I might even be given a piece of inheritance from a very well-to-do patient as it had happened in many instances. That would be a perfect Cinderella story. But I opted to be a nurse in the government service and in the biggest agency in the government. I am referring to the Department of Education but, of course, locally, the DepEd Iriga City Division and true, it is large enough. I am happy in the thought that I could care for a big population and educate people about health issues and eventually improve community health and safety. My job as public health gives me the chance to monitor health trends and identify risk factors. I can give myself the opportunity to set local priorities for health related interventions to promote the greatest benefit for my particular public, which is DepEd Iriga City. Health education is a salient focus of the educational sector for school children, teaching and non-teaching staff and even the community where the school is located. This is the wide mileage of a public health nurse and even for that alone, I feel I am doing my country service and personally giving me my own private satisfaction. I personally consider the public health nurse as a highly dedicated individual who work hard to improve the lot of the common man. In my case, they are among others, the children in the public school, many of whom, do not have the privilege of seeking medical attention in some sophisticated private hospitals but they rest in the thought that their health is taken cared of by the DepEd Health and Nutrition section where, incidentally, I am employed as a Public Health Nurse.

Joey Salceda announced that Albay province will soon be host to low-cost, laborintensive manufacturing enterprises with its potential capacity to be developed into a Special Economic Zone (SEZ) where labor costs are substantially lower compared to Central Luzon and Metro Cebu. Salceda based his announcement on recent statement issued by the ECCP that noted the provinces high potential, considering its favorable climate in such factors as investors-friendliness being able to provide low-cost leases, more attractive labor policies and considerate to PPP contracts to attract real estate firms to develop businesses on reduced costs. In a letter to Salceda received over the week, ECCP vice president for external affairs Henry J. Schumacher told the governor that we feel that Albay could be such a location and we would like to discuss our concept in more detail with you during your next visit to Manila. Identified as location of the DSEZ are areas here such as Barangays Banquerohan and Homapon that are both located at the southern outskirt of the city and far from the threats of disaster emanating from Mt. Mayon eruptions, flash flood and avalanches of lahar and other volcanic materials stored from the slopes of the active volcano. Way back in the late 1990s, Barangay Banquerohan had already been proclaimed by the Philippine Economic Zones Authority Board's as among Bicol regions SEZ. The city government has been investing in the development of the site composed of over 33 hectares where preferred industries such as processing of food and beverage, manufacturing of light metal, electronic appliances, furniture and fixtures, garments, textiles and wearables, ceramic and non-metallic products, among others, will be located. In the latest prospect, these areas -- including Embarcadero de Legazpi, a posh tourism-oriented commercial hub sitting in a vast seafront property at the heart of the city and the Legazpi Domestic Airport -- have been initially declared as DSEZ, according to Salceda. Areas along the Maharlika Highway in Polangui, a first-class Albay municipality located at the provinces boundary with Camarines Sur, are also included in the proposed DSEZ, the governor said. In naming Albay as host to the first DSEZ in Bicol, the ECCP, according to Salceda, also recognizes that the province has also a large pool of new workers which can be trained through a pro-

With that proposal, the governor said he is confident of an Albay BOOM resulting from the provinces conversion into a new ecozone in Southern Luzon. Rex Andrew Alarcon, who presented JOMAPA from the perspective of the church and the seminary. Next was Mr. Ian Christopher Alfonso, a researcher at the National Historical Commission of the Philippines, who focused on the roots of JOMAPA, his Panganiban surname and the claim of Bulacan on JOMAPA. Last to speak was the main speaker, Professor Danilo Madrid Gerona, who presented the life of JOMAPA, his remarkable feats and his contribution to the country. The Open Forum that followed was a lively one, what with many questions asked which were ably answered by the speakers. It has to be halted however at 5:00 in the afternoon as the VIPs and guests from Camarines Norte need to travel and go home. In closing, Councilor Sergio delivered a brief remark for and in behalf of the City Government, thanking the audience for their interest on JOMAPA, the speakers for their time and efforts spent, the seminary for volunteering the venue for the exhibit an lecture, and assuring that the day-long commemoration event for JOMAPA will not be the last in the city and that there would still be big event for JOMAPA in the near future. P1.4B for Bicol tourism infra projects OKd


LEGAZPI CITY Fresh funds amounting to over P1.4B have been allocated by the Department of Public Works and Highways (DPWH) to projects that would boost Bicols booming tourism industry. The projects to be funded are under the Convergence Program on Enhancing Tourism Access (CPETA) that the DPWH is implementing in partnership with the Department of Tourism. DPWH Regional Director Ronnel Tan on Tuesday said that among the major projects under CPETA is the improvement of a road connecting Tabaco City and Malinao town, both in Albay, with Buhi, Camarines Sur, worth P591M. Others are the improvement with construction of two concrete bridges of the President Cory Aquino Boulevard, a fivekilometer coastal road along the famous Bagasbas Beach in Daet, Camarines, for P450M; the Iriga-Buhi Road in Camarines Sur worth P368M; and the ViracAntipolo-Igang Road in Virac, Catanduanes, for P75M. These road projects, according to Tan, will provide safe, efficient, convenient, and easy access to tourism-identified areas, fortifying Bicols tourism roadmap for development. CPETA, he said, is in support of the strategic approach in Bicol tourism development being pursued by Albay Governor and Regional Development Council Chairman Joey Sarte Salceda, such as the Albay-Masbate-Sorsogon Tourism Alliance and the Catanduanes-Camarines SurCamarines Norte Tourism Link, aimed at accelerating tourism development and enhancing the regions attractiveness. Tan said the funding was provided through DPWH Secretary Rogelio Singson based on the endorsements made last year by the RDC and on the need of these tourism clusters for completion of priority projects with the likes of infrastructure development to make the region fully accessible to its external market. The DPWH and the DOT regional offices in Bicol, he said, have long been pushing for an aggressive program in providing quality roads and bridges that will encourage tourist influx in the region. According to Salceda, increase in tourist arrivals will certainly step up economic opportunities not only in rural areas but also in urban centers. These roads target the improved tourist arrivals, thereby correspondingly uplifting the economic condition of Bicolanos through anticipated boom in the tourism industry, the Albay governor added. Last year, the DPWH Central Office has also provided an amount of P849.728M for Bicol roads leading to tourist destinations wherein P409.460M have been assigned for the province of

This new fund, according to Tan, is part of the P8.65B allocation provided by DPWH to Bicol this year under the National Expenditure Program (NEP). The whole amount, Tan said, represents a slight increase from last years budget of P8.542B provided under the 2013 National Appropriations Act. The whole amount will fund a total of 247 projects for implementation in the entire region, with the biggest bulk going to Camarines Sur which is allocated P2.425B for 73 projects. Albay, Tan said, gets P2.388B earmarked for 33 projects; Camarines Norte, P1.108B for 46 projects; P996.5M for Sorsogons 38 projects; P891.061M for 31 projects in Catanduanes; and P840.31M for 26 projects in Masbate. Almost half of the whole amount of NEP appropriation for Bicol this year will be implemented by the DPWH regional office, particularly those projects beyond the limit of authority granted to district engineering offices but whose amount does not exceed P150M pursuant to DPWH Department Order No. 55, series of 2010, he added. - Danny O. DPWH to fast track Daets Mabulao Bridge completion


DAET, Camarines Norte The Department of Public Works and Highways (DPWH) district engineering office here assured that the rehabilitation of the Mabulao Bridge in Daet town will be completed on or before mid June. Officer in charge district engineer Simon N. Arias of the DPWH in Camarines Norte said that his office is waiting for the release of funds under General Appropriations Act (GAA) for 2014 which will be intended for the completion of the said bridge as well as other infrastructure projects of the province. The Mabulao Bridge will now be a four-lane bridge, he said. He said that the delay in the rehabilitation of the Mabulao Bridge was due to budget released last year amounting to P5.2 million was intended only for concrete piles and concrete capping of bridges along National roads, Mabulao Bridge and Poblacion-Magang Road. Earlier this month, Mayor Tito Sarion of this municipality sent a letter to DPWH Secretary Rogelio Singson informing that the said bridge was totally demolished but until now, the construction itself of a new one remains to commence. He said that the Mabulao is just a small bridge measuring 15-20 meters but the effect of not being able to utilize it on a daily basis greatly affects the people of Daet as it connects a major and commonly used road. It is now almost a year and yet nothing concrete and certain as to when it will really be completed. Sarion explained that constituents are continuously sending their sentiments of disappointment since they are the ones most affected by the situation especially the students and employees of Camarines Norte State College (CNSC) and the Department of Education (DepEd) Division Office. -ROSALITA B.
