Palo mayor plans to build modern market building through PPP scheme
BY AHLETTE C. REYES
TACLOBAN CITY To put in place necessary infrastructures to accommodate its growing economy, Palo Mayor Remedios Matin Petilla said a new and modern market building is being planned by the local government unit of Palo under the publicprivatepartnership (PPP) scheme.
Mayor Petilla said its about time their old market gets a new facelift, particularly because more businesses are coming into the town and economic op-
portunities in the area are continuously growing. We need expansion and rehabilitation of our facilities, especially our market building. We do not want to be loaning from banks for our projects thus we opt for the PPP scheme, Petilla said. Local income of the LGU, it was learned, is now pegged at P55 mil-
lion. However, she added, the realization of such a project could only be through a partnership with the private sector as LGU funds alone cannot support such a big project. The planned market building, she revealed, would be three-story high that would house
the wet and dry market, as well as various other businesses such as salons, boutiques, food establishments and other commercial enterprises. But my dream is for the market to have a movie house where people can relax and watch movies. We do not have a big cinema to page 3

Focused police operation in Eastern Samar nets wanted rapist, illegal gun
CAMP KANGLEON, Palo, Leyte Focused police operations conducted recently by law enforcement authorities in Eastern Samar resulted in the arrest of a most wanted person and an armed man who threatened his neighbor. Eastern Visayas police director PCSupt. Elmer Soria identified the suspects as one Richard Cabacaba, 33, of Brgy. 7, Salcedo town and one Noel Nicart, 43, of Brgy. Tigib in Oras town. The Police Regional Office 8 (PRO8) chief informed that Cabacaba is listed as the number three most wanted person in Salcedo town facing a string of cases. Joint tracker teams from Salcedo Municipal Police Station led by PInsp. Marino Estonio and Regional Public Safety Battalion under PInsp. Darwin Dalde arrested the suspect at around 10:45 a.m. Thursday after a confidential informant reported the day before that Cabacaba was seen roaming around the vicinity of said village. The lawmen were armed by arrest warrants issued by Judge Rolando Lacdo of Regional Trial Court Branch 3 in Guiuan, Eastern Samar for the crimes of Rape and Act of Lasciviousness. Judge Lacdo did not recommend any bailbond for the suspects rape case, which is docketed under criminal case number 2556, while P36,000 bail bond was recommended for Cabacabas other case in criminal case number 2557. Meanwhile, the Borongan City Police Station filed charges for illegal possession of firearm, grave coercion and trespass to dwelling against Nicart after his arrest by a police team under PSupt. Eufronio Obong, Jr. Wednesday morning. The police responded to a call for assistance at past 10:00 a.m. from one Allan Lavado who alleged that the armed suspect barged in his into his boarding house in Brgy. D1.
Nicart was arrested while possessing an unlicensed caliber .45 Armscor pistol bearing serial number 1213500 with one magazine loaded with 8 live ammunitions. Cabacaba was turnedover to the court of origin for proper disposition while Nicart is detained at Borongan police station lock-up cell, Soria informed. The police regional chief added that PRO8 will consistently and religiously conduct focused police operations in its anti-criminality campaign in line with the directive of PDIR. GEN. ALAN LM. NGO official sees many CSO leaders running in upcoming barangay polls
TACLOBAN CITY A non-government official is eyeing the upcoming barangay elections as a threat in the sustainability of local government unit (LGU) and civil society organization (CSO) engagement in Leyte. Leyte Family Development Organization, Inc. program manager Betty Garrido said that they are positive that many CSO leaders will run in the October 2013 barangay elections, thus, losing objectivity in participatory governance. People in the community consider CSO leaders as competent community leaders; hence, voters would encourage them to run in barangay elections. Indeed, many incumbent barangay officials are former CSO leaders, Garrido said. Likewise, CSO leaders regard LGU-CSO engagement as a stepping stone to public office. This practice puts the sustainable participatory governance at stake, according to Garrido. LEFADO is currently training several community organizations in the towns of Alangalang and Barugo in Leyte in the bid to equip with knowledge for planning and monitoring of projects under the bottom-up budgeting approach (BuB). In the process of participatory governance, CSO leaders developed their ability to communicate with authorities and expand their knowledge about local governance. Equipped with training from NGOs and experience, they become active in decision-making process. They may use these skills to gain support or endorsement from voters, she explained. Leyte has 1,641 villages with 11, 487 elective positions. Normally, winning candidates would abandon their post in community organization and pass the responsibility to less experienced members. The Aquino administration has been promoting CSO participation as part of its good governance slogan. The implementation of BuB has given wider access of CSOs to participatory governance. The Department of the Interior and Local Govern-
ment, in a memorandum, requires CSO engagement in identifying projects. BuB is an approach to preparing the budget proposals of agencies, taking into consideration the development needs of poor local government units as identified in their respective local poverty reduction action plans (LPRAP). In 2013, 15 municipalities in Leyte are BuB recipients. For 2014 projects, 39 LGUs in Leyte are beneficiaries, to include three cities Tacloban, Ormoc and Baybay. In various degrees, CSOs are involved in planning, implementing and monitoring of projects such as farm-to-market roads, food production, irrigation system, post harvest facilities, upland development, micro enterprise, reforestation, various education-related projects, health facilities, KALAHI-CIDSS and livelihood programs.

ized this pork barrel long, long time ago. There never was any consultation made by lawmakers then. It has lived with us since then and we were always aware that they have misused and abused this part of the national budget for their own selsh ends. It is heaven-sent that Janet Lim-Napoles got into the PDAF misuse and abuse picture allegedly of being the architect and manipulator and conspiring with senators and congressmen that has created a nationwide angry uproar. So we say: Sir: Do not wait for us people to scrap it. Initiate the move to have it abolished in Congress. You are the peoples representative. Show us you care. Some of your colleagues in both houses are initiating to have this PDAF be vanished from our consciousness til Kingdom come and be one of them. NOT US!!!!

Fugitive Janet LimNapoles surrendered to President Aquino last Wednesday evening. Dubbed as the mother of scams being allegedly as the most guilty in the PDAF graft and corruption expose; she went into hiding when she learned about the warrant of arrest to be served her in time. President Aquino announced a P10 million reward for anybody who can provide information that will lead

It is nice and reassuring that Madam Napoles has materialized from nowhere. Whether, the orchestrators have realized that they cannot hide and stash her six feet below the ground later, or Ms. Napoles has just become too excitedly desperate to speak the truth and tell her side of the story, no one will ever know. But one thing good came out; the issue has stirred the Filipinos sensibilities that with just a simple challenge, people have gone out of their houses to make a stand on the issue in the major Freedom Park in the country. The whole thing is a travesty that will re-direct the history of the nation. P-Noys matuwid na daan
is being tested. How well and how brave he can be in treating this threat to his administration would clearly mark his character and good intentions. For, at the bottom of it all, is the sad truth that there could be more people in his administration that are involved in this Parody of the Pork than what is now known. Whether the fund was from the pork barrel or from the social fund does not matter, what matters most is, it has still deprived poor Filipinos from having a better life. If it comes to that, his presidency might be sacrificed unless the bright boys could stage diversionary tactics that will keep away the publics attention from Napoles and the Pigs Fat.

RISE, WE MUST!
Just as a person casts off worn out garments and puts on the new, even so, our embodied souls will cast off our worn out and dead bodies and take on the new at the general Resurrection, when at the sound of the trumpet of God, the dead in Christ will rise (1 Thes 4:1). Not just our body, but our whole person, and body and soul, will rise glorified under the saving power of the death and resurrection of Jesus. When Jesus announced in the Synagogue that he had come to proclaim release to the captives (Lk 4:18), his message was first down to earth, namely, that he had come to free the poor, and the outcasts, held captives by injustice, greed, pride and hatred. However, his message went still deeper. He proclaimed that he had come to give all those who believe in him the precious spiritual release that includes release of the body held captive in the earthly death. Our human body, with such a glorious destiny, deserves to be treated now with respect. If we have been treating our own body and those of others with disrespect, we have fallen. Of course, the believer falls. But it is one thing to fall down and it is another thing to lie where we have fallen. Rise, we must. (His Word for Today by Vima Dasan, S.J., published by Paulines. Well pork barrel scam for most of the folks in the media, is old news. Odd but its nothing short of kapoy it was old school realities and Janet Lim Napoles is not the only geisha in this court. On the 20th of August Philippine Daily Inquirer had opened its archived of news and in its 13th August 1996 issue cames the banner CONGRESS KICKBACKS, HOW MUCH FOR WHOM? Penned by Carlito Pablo , the Inquirer admitted that the said news didnt deter the pork misuse and abuse. Did the kickbacks stop because of the Inquirer series and the reforms in the pork barrel system? It did not and it only got worse.
The P10 billion in the pork barrel scam involving the PDAF of 28 lawmakers over the past decade and bogus nongovernment organizations (NGOs) set up by businesswoman Janet Lim-Napoles showed that the kickbacks that a congressman or senator got rose to 60 percent. The rest went to Napoles and her gang. Nothing reached the supposed beneficiaries, be they farmers or Tropical Storm Ondoy victims. A Commission on Audit study involving P116 billion that went to projects identified by lawmakers from 2007 to 2009 found that the problem was bigger than the Napoles scam. For instance, P188.6 million in PDAF allocated to six law-

and dole out money to the constituent. The congressman has his congressional district the senator the whole country. So the logic is simple, ask something or anything from our lawmakers and get something dirty. Pork corruption is perpetrated by vote-buying, vote selling transactions on elections. Shun the money for your vote, keep our public chest out of prying hands, and remember there is no free lunch, but to maintain sanity in governance votes and election must be free, vote not bought. Spending hundreds of millions on elections embolden the stealing of hundreds of millions from the public, thats the math, and math is an exact science.
