Swimming Pool Safety Tips With the summer heat, kids flock to the pools. This equates to increase risk and unfortunately increased incidence of drowning among children. Drowning is the third leading cause of injury and death among children ages 1 to 14 years. To reduce the risk of drowning, we share precautions and guidelines: Learn and follow basic water safety rules Designate responsible and sober adult supervision Always swim with a buddy Avoid drinking alcohol before or during swimming, boating or water skiing Learn to swim Restrict access to private pools by using fences Learn cardiopulmonary resuscitation (CPR)
Sunbathing/Tanning DC summer means high temperatures and a strong sun. The Department for Public Health warns residents to limit their exposure to the sun. Over- exposure to ultraviolet rays (part of sunlight) can be extremely damaging to a person's health. Too much time in the sun can 2 result in painful sunburn, permanent skin damage, and in some cases, skin cancer (melanoma). Although small to moderate amounts of sun exposure can have beneficial effects (e.g. production of Vitamin D), far too many people ignore even simple precautions to avoid over-exposure: Avoid sunbathing and tanning parlors Shield your face with a hat Limit sun exposure from 10 AM to 3 PM (strongest) Sunscreen should have a sun protection factor (SPF) greater than 15 UV-rated sunglasses Choose cosmetics that contain sunscreen Use lip products with an SPF greater than 15 Mosquitoes Protection Summer brings mosquitos to the DC area. Here are some tips & precautions to deal with them: Remove standing rain water to eliminate mosquito breeding areas Stay indoors at dawn and dusk, when mosquitoes are most active Wear long-sleeved shirts and long pants outdoors Spray thin clothing with repellents; apply sparingly

Raymond Recreation Center has long been in the process of being rebuilt. We can now see the finish line. Mayor Vincent C. Gray, Councilmember Muriel Bowser, DC Department of Parks and Recreation Director Jesus Aguirre and ANC 4C Commissioner Vann- Di M. Galloway cut the ribbon for the new center in March and the fields are almost complete. The center is located at 3725 10th Street, NW, which is just north of Spring Road. The building is done but the grounds will not be completed until late June. The Center Manager, Cecily Mendie, has implemented programming for tots all the way to seniors so that the entire community can benefit from the facility. Summer Camp for Homeless Kids By Jeff Standish
I am happy to report that due to the heroic efforts of a few Ward 4 residents and the generous support provided by members of the Petworth/16 th Street Heights community, 6 kids from the DC General Homeless Shelter will be going to summer camp. They will be traveling to Camp Letts and getting a summer experience that every kid should have.
But it gets even better. Just prior to the deadline for Camp Letts registration, the neighborhood organizers of this wonderful effort challenged the community and other neighborhoods to raise additional funds to send more kids from DC Gen shelter to summer camp. Twenty-five kids aged 6 to 12 will be going to Camp Letts on the Chesapeake Bay. Great work Petworth and 16 th

I will hold the second community clean-up of 2013 on June 29th. It will begin at 9am at the intersection of 14th and Shepherd Street, NW and is scheduled to last until 1pm.
We will concentrate on sweeping the sidewalks and picking up trash from tree boxes inside of SMD 4C04, which is from 14th and Spring Road, NW north to 14th and Upshur west to 16th Street, NW, south to Spring Road. It will then move east to 14th and Spring Road, NW. Members representing various streets and areas may concentrate their efforts on their particular streets/areas.
If you are a resident of the ANC4C04 (or Ward 4) and would like to participate, please feel free to contact me using the information below. I would like to get a count of how many residents plan to attend in order to properly order the materials needed. Of course, this clean- up is contingent on weather. Thank you and hope to see you all there. 2 EDITORIAL: Traffic Safety or Revenue Stream? By Zachary Hartman A recent article in the Washington Post noted that traffic cameras on New York Avenue have netted a whopping $28 million since 2011 and another article in March of 2012 reported that the city grossed more than $92 million from parking tickets. According to the Washington Post, 76% of DC Residents favor the use of Speed Cameras, while 87% favor red light cameras, myself included. I doubt that anyone who resides in DC would prefer a city in which there was parking anarchy and drivers were speeding up and down the streets on which our families live, but there is room for improvement. So whats the problem? The problem is that it seems like this system is designed to generate revenue for the city and not for the sole purpose of ensuring public safety and the system for resolving disputes has proven to be unfair. Parking Attendants exercise little discretion in the issuance of tickets, leaving residents to fight it out in the adjudication process. Even worse, traffic cameras exercise no discretion at all, unlike the actual police officers who issued moving violations pre- Big Brother. If you dont believe me, just go check out the line at adjudication services every one of those people argues that

The process offers little in terms of the presumption of innocence and discretion by adjudicators, and the process is less than what I would call due. At 4am on the morning of March 23 rd , I received a ticket from a red-light camera for going 11 mph over the limit while driving my wife to the hospital, while she was in labor. Adjudication services held me liable for the ticket. Was I speeding? I guess so, but I dont believe a real police officer would have written me a ticket for that. In fact, most of them probably would have offered an escort. My appeal was denied and I cant afford to take any more time off work to fight it, so I paid the ticket and the system wins. There were several DC residents at adjudication services that received tickets for stopping on or over the white line at red-light cameras, but not even obstructing the cross walk. I have never heard of anyone getting a ticket from a police officer for that. I just cant help but feel like this system is a bit out of control. How much of this money is being squeezed out of the almost-empty wallets of single moms and low-income families struggling to get by? We need to make sure smart protections are in place to prevent abuse and misuse and to keep the focus on traffic safety. As a city, we shouldnt celebrate all the revenue that the system squeezes out of 4 drivers, including single moms and low-income families. Instead, we should demand that the City make the system fairer and ensure that it serves the best interest of public safety.

DPRs Upshur Park was voted Staff Pick as the Districts best playground. Similarly the Harry Thomas Sr. Pool was also a Staff Pick for Best Public Pool. On the last Thursday of each month at noon you can live chat with DPW, but visiting their website dpw.dc.gov/livechat The most recent live chat topic on May 30 th was Trash Collection. If your answer to both questions was yes, you can apply for a free home energy audit by DDOE.
This program promotes energy efficiency assessments for single family homes in the District. Based on a home energy rating system, auditors will suggest specific cost-effective, energy efficient improvements that should be done to reduce the home's operational costs and improve comfort.
